About this opportunity
Michigan's Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design & Construction Division, is soliciting construction bids for sanitary sewer upgrades at the Chippewa Correctional Facility under File 472/26156.MDL, with bids due November 11, 2026. A State of Michigan Service Disabled Veteran Owned Business (SDVOB) preference applies, granting a 10% pricing preference under Public Act 91 of 2005 to businesses at least 51 percent owned by one or more veterans with a service-connected disability. Bidders must indicate SDVOB status in their bid and submit proof of service and discharge (DD214 or equivalent), proof of service-connected disability (DD214 or VA Rating Decision Letter), and proof of ownership through legal documents or National Veterans Business Development Council (NVBDC) certification. The State does not pre-certify SDVOBs and does not accept federal CVE or SBA VetCert certifications.
The work upgrades sanitary sewer infrastructure, including new sewer lines and lift stations, under specifications prepared by Matrix Consulting Engineers, with Mike Lusk as Project Director. Addenda 2 and 3 define the bypass requirements: the contractor provides bypass pumping at the existing upstream manhole, with temporary piping routed across the perimeter road to the existing lift station, sized for 0.35 million gallons per day (MGD) average, 0.90 MGD peak day, and 1.5 MGD peak hourly flows. Bar screen room control devices must be Class 1, Division 1 listed, the lift station discharge is a 6-inch force main, and new electrical service is installed by directional boring. The contractor controls final means, methods, sequencing, and bypass design, subject to a bypass plan submitted during construction. Substantial completion is January 7, 2028.
Personnel accessing secure perimeters must clear a Michigan Department of Corrections LEIN criminal history check (Form CAJ-1037) before entry. Contractors may store a job trailer and Conex box on site if both are locked at the end of each workday, and all other tools must be removed daily. A designated lay down area is provided, and work hours and days are flexible, with scheduling coordinated after award.
Bidders must acknowledge Addenda 1 (October 23, 2026), 2 (October 28, 2026), and 3 (October 30, 2026) in their bid submissions, and failure to do so may result in rejection. Addendum 4 modifies the construction contract terms and conditions. The addenda reference a November 4, 2026 bid opening, which precedes the November 11, 2026 due date on the listing.
