About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB) is procuring roof replacement services for the Alger Correctional Facility in Wetmore, Michigan (File No. 472/25266.JBB). The project encompasses removal and replacement of existing roofing membranes at two buildings: the 300 Building (23,592 square feet) and the Spruce Housing Unit (14,315 square feet), with work including removal of existing TPO and PVC roofing, installation of new 60-mil EPDM reinforced membrane roofing with R-30 minimum continuous insulation value, replacement of roof drains with cast iron dome caps, installation of new flashings and counterflashings, and related remedial repairs. The roofing contractor must be a QA Master Contractor certified by an approved manufacturer (Carlisle Roofing Systems, Verisco Roofing Products, or Firestone Building Products) with minimum seven years of documented experience, and all roofing systems must carry a 20-year minimum manufacturer warranty. The contract time is 120 calendar days from Notice to Proceed, with work restricted to 7:00 AM to 5:00 PM, Monday through Friday, due to active facility operations. Mandatory pre-bid walkthrough is scheduled for April 8, 2026 at 11:00 AM Eastern Time, with bid opening on April 22, 2026 at 2:00 PM Eastern Time; all questions must be submitted by email to Reid Anderson (randerson@upea.com) no later than April 15, 2026 at 12:00 PM Eastern. Award will be made to the responsive and responsible best value bidder, with evaluation consideration given to qualified disabled veteran preferences applying a 10 percent price reduction.
This procurement includes a Service-Disabled Veteran-Owned Business (SDVOB) 10 percent pricing preference under Public Act 91 of 2005, whereby qualified businesses must provide documentation including DD214 proof of service, VA Rating Decision Letter or equivalent proof of service-connected disability, and proof of business ownership demonstrating 51 percent or greater ownership by one or more service-disabled veterans. All contractors and subcontractors must comply with Michigan-based business certification requirements for bids exceeding $100,000 and prevailing wage requirements under 2023 PA 10 (MCL 408.1101 et seq.), with submission of certified payroll reporting and state project registration proof required for all workers. Performance and payment bonds are required for all bids exceeding $50,000, along with a five percent bid guarantee, and liquated damages are assessed at $300 per calendar day for delays beyond substantial completion. All contractor and vendor representatives must submit a Vendor/Contractor LEIN Request Form five business days prior to the pre-bid conference for criminal history clearance required for access to the secure Department of Corrections facility. No incumbent vendors or existing roofing contractors are identified in the procurement documents, as this represents a new competitive solicitation. The project budget is not explicitly stated; however, the base bid includes a $23,000 owner-directed allowance and a $10,000 provisional allowance plus contingency, indicating a project value potentially in the range of several hundred thousand dollars based on the combined 37,907 square feet of roofing work required.
