About this file
This is an informational sheet issued by the Department of Technology, Management, and Budget (DTMB) of the State of Michigan regarding Service-Disabled Veteran-Owned Business (SDVOB) preference eligibility and application procedures. The document outlines Michigan's commitment to awarding a 10% pricing preference to qualified service-disabled veteran-owned businesses bidding on State of Michigan contracts under Public Act 91 of 2005. To claim this preference, businesses must indicate SDVOB status in their bid response and provide required documentation including a DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability via DD214 or VA Rating Decision Letter, and proof of business ownership through appropriate legal documents. Alternatively, businesses may submit a National Veterans Business Development Council (NVBDC) certification to verify eligibility, provided specific conditions are met.
The State of Michigan does not pre-certify businesses as SDVOBs and does not accept federal Center for Verification and Evaluation (CVE) database certification or US Small Business Administration VetCert documentation. A qualified SDVOB is defined as a business entity that is 51 percent or more owned by one or more veterans with a service-connected disability, which is specifically defined as a disability incurred or aggravated during active military, naval, or air service as outlined in 38 USC 101(16). Additional detailed information regarding the SDVOB preference is available in the SDVOB Preference Fact Sheet and through the DTMB Procurement Office and Michigan legislature resources.

Service Disabled Veteran Owned Business (SDVOB) Preference
Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference
About the SDVOB Preference
The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.
How to Claim the SDVOB Preference
The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:
• Proof of service and conditions of discharge: DD214 or equivalent.
• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.
• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.
Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.
NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
