About this opportunity
The Michigan Department of Technology, Management and Budget is requesting bids on a Public Address System Upgrades project at Kinross Correctional Facility in Kincheloe, Michigan, with bids due September 30, 2026 at 2:00 p.m. ET through the Michigan SIGMA VSS electronic bidding system. A mandatory pre-bid conference and facility walkthrough was held September 17, 2026; Addendum No. 1 was issued September 18, 2026. A 10% pricing preference applies to Qualified Disabled Veteran-owned businesses if otherwise qualified and certified per the State of Michigan's SDVOB program (requiring proof of service-connected disability and 51% or greater ownership by one or more qualified veterans).
The scope involves replacing the existing Public Address system throughout the entire facility with a new IP-based system, including interior and exterior speaker replacement, installation of new exhaust fans and electrical modifications in selective IT closets, complete demolition of the old PA system and associated infrastructure, and proper termination and abandonment of existing direct buried lines. Asbestos abatement attestation is required with all bids; multiple housing units contain asbestos-containing materials per survey reports dated April 2018. Contractors must obtain all applicable permits from LARA and other agencies, comply with prevailing wage requirements under 2023 PA 10, maintain 100% on-site supervision, and coordinate extensively with facility operations, including IT rack servicing with minimum two weeks' written notice. Working hours are 7:00 a.m. to 3:30 p.m. five 8-hour days, except the Food Service building requiring third-shift hours. Substantial completion must occur within 120 calendar days from Notice to Proceed; liquidated damages are $750 per day for delays. LEIN criminal history clearance is required for all personnel accessing the facility.
The base bid includes a $50,000 allowance and covers demolition, general conditions, PA equipment, MEP materials and labor, and installation labor and materials. Performance and payment bonds are required for contracts exceeding $50,000. Bid guarantee is 5%. Commercial General Liability Insurance must be not less than $1,000,000 per occurrence. Bids are evaluated on best value basis. RFI cutoff was September 24, 2026 at 2:00 p.m. ET.
