About this file

This is a Construction Bid Addendum and supporting bidding documents from the Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, for the Kinross Correctional Facility Public Address System Upgrades project located in Kincheloe, Michigan. The project involves replacing the existing public address (PA) system throughout the entire correctional facility with a new IP-based system, including interior and exterior speaker replacement, installation of new exhaust fans and electrical modifications in selective IT closets, complete demolition of the old PA system and associated infrastructure, and proper termination and abandonment of existing direct buried lines. A mandatory pre-bid conference and facility walkthrough was held on September 17, 2026, at 12:00 p.m. ET, with an RFI cutoff date of September 24, 2026, at 2:00 p.m. ET. Addendum No. 1 was issued on September 18, 2026, incorporating revised project specifications and updated Project Manual divisions. Bids were due on September 30, 2026, at 2:00 p.m. ET through the Michigan SIGMA VSS electronic bidding system. The contract requires substantial completion within 120 calendar days from the notice to proceed, with liquidated damages assessed at $750 per day for delays beyond the substantial completion date.

The base bid includes a $50,000 allowance and covers demolition, general conditions, PA equipment, MEP materials and labor, and installation labor and materials. Performance and payment bonds are required for contracts exceeding $50,000, with each bid requiring a five percent bid guarantee. The project is subject to prevailing wage requirements as specified in Appendix V, with certification required under 2023 PA 10. Asbestos abatement attestation is required with all bids, as some facility buildings contain asbestos. Contractor must obtain all applicable permits from LARA and other agencies, maintain 100 percent on-site supervision, and coordinate extensively with facility operations, particularly regarding IT rack servicing with a minimum of two weeks' written notice. Working hours are 5/8 days from 7:00 a.m. to 3:30 p.m., except the Food Service building requiring third-shift hours. The contractor must be a responsive and responsible bidder and will be evaluated on a best value basis, with a 10 percent preference applied to Qualified Disabled Veteran businesses if otherwise qualified.
