A 10% pricing preference applies to Service-Disabled Veteran-Owned Businesses (SDVOBs) certified by the State of Michigan — the state does not accept federal CVE listings or SBA VetCert certifications and requires documentation including DD214, VA Rating Decision Letter, and proof of 51% or more ownership by one or more veterans with service-connected disabilities.

The scope includes demolition of existing generator, fuel systems, and electrical equipment; construction of a new approximately 1,579-square-foot building addition containing generator room, concrete service driveway, and buried utility installation; and installation of new HV and electrical systems, an 800 KW generator with fuel storage and distribution, and electrical equipment. Deliverables span architectural and engineering design documents with detailed structural, mechanical, and electrical specifications including concrete mixes (4,500 PSI for exterior footings, 4,000 PSI for slabs), reinforcing steel per ASTM A615 Grade 60, seismic design requirements for Category B, wind load design at 115 MPH ultimate (89 MPH allowable working stress), EPDM roofing with polyiso insulation, and integration with existing facility systems per Michigan Plumbing Code, Michigan Mechanical Code, and NFPA 13. The facility location is 1500 Caberfae Highway, Manistee, Michigan.

All prospective prime contractors must be lien clean five business days prior to the pre-bid meeting and submit a Vendor/Contractor LEIN Request form to the Department of Corrections by email five business days in advance. Bid security of 5% is required. State Project Registration from the Department of Labor and Economic Opportunity is required for all bids. Questions are due June 16, 2026 at 2:00 p.m. Eastern; contact Joe Sovis at Matrix Consulting Engineers, Inc. (jsovis@matrixceinc.com). Bids must be uploaded to SIGMA VSS with a maximum of two attachments, each under 25 MB.
