About this opportunity
The Michigan Department of Technology, Management and Budget is requesting bids on smoke purge system repair and replacement at Gus Harrison Correctional Facility in Adrian, Michigan (File 472/24055.DPL), with bids due August 5, 2026 at 2:00 p.m. ET. A Service Disabled Veteran Owned Business (SDVOB) preference of 10% applies to qualified bidders under Michigan Public Act 91 of 2005; eligible businesses must be 51% or more owned by one or more veterans with a service-connected disability and must submit DD214 proof of service and discharge, proof of service-connected disability, proof of business ownership, or NVBDC certification.
The scope includes replacement of existing smoke purge systems, modification of existing sprinkler systems, installation of new metal bulkhead doors, and lighting upgrades across the Segregation Unit, Housing Units 4 and 5, and Building 500. Electrical work includes installation of new 250-ampere, 3-phase circuit breakers in the existing switchboard, disconnection and reconnection of existing conduit and wire, splicing of conductors in new NEMA 4 pullboxes, installation of underground conduits with 4-inch concrete encasement using hydrovac trenching, arc flash study, breaker settings calculations, and preventative maintenance on medium voltage switchgear. Construction documents are 100% design phase (issued July 8, 2026).
All bids must include 5% bid security (certified or cashier's check, money order, or bid bond); remain open for acceptance for a minimum of 90 calendar days; and comply with prevailing wage requirements, nondiscrimination provisions, and asbestos abatement attestations. A mandatory pre-bid conference with facility tour occurred July 15, 2026 at 10:00 a.m.; attendees were required to submit LEIN Request forms five business days prior. Addendum 1 (July 20) extended the bid due date from July 29 to August 5 and clarified electrical specifications. Addendum 2 (July 29) provided Siemens Controls contact information, clarified water removal responsibility, and specified temporary lighting requirements. Questions were due July 22. Bids are submitted electronically through SIGMA VSS with a maximum of two attachments, each under 25 MB, and must include proof of State Project Registration.
