About this opportunity

The State of Michigan, Department of Technology, Management and Budget (DTMB), through the Livingston County jurisdiction, is soliciting competitive bids for construction services to perform perimeter repair and replacement work at the Newberry Correctional Facility located at 13747 E. County Road 428, Newberry, Michigan 49868. The procurement involves comprehensive fencing enhancements including installation of new razor mesh panels, removal and reinstallation of razor ribbon attachment ties, replacement of crushed razor ribbon with new detainer hook systems, replacement of damaged horizontal fence fabric support rails, removal and replacement of existing gates, installation of new fence fabric sections, and installation of new detainer hook razor ribbon. Work encompasses both exterior and interior fence sections with detailed installation requirements, including the use of stainless steel tie wires installed at 12 inches on center with 9-gauge wire and a minimum of five complete twists for securing razor mesh to fence, removal and replacement of damaged NATO reinforced concertina wire, and installation of new fiberglass rods to support new rows of detainer hook razor ribbon. The contract requires Substantial Completion within 90 calendar days from the Date of Commencement (approximately July 19, 2025) and Final Completion within 30 additional calendar days (approximately August 19, 2025), with liquidated damages of $250.00 per calendar day for delays. A mandatory pre-bid conference and site walkthrough is scheduled for February 4, 2025, at 1:00 p.m. ET, and written questions must be received by February 13, 2025, with the last addendum issued February 14, 2025; bids are due electronically through the SIGMA VSS website by 2:00 p.m. ET on February 19, 2025. All bidders must submit a 5% bid security deposit, Performance and Payment Bonds, and comprehensive liability insurance including $2,000,000 general liability and $2,000,000 automobile liability coverage, with prevailing wage requirements applied to all construction mechanics per 2023 PA 10.

Michigan residency requirements mandate that 50% of persons employed on the Work must have been Michigan residents for at least one year prior to employment, representing a set-aside designation for in-state labor. Contractors and vendor representatives attending the pre-bid meeting must submit a Vendor/Contractor LEIN Request form five business days prior to the meeting to authorize criminal history background checks through the Michigan Law Enforcement Information Network (LEIN), and all attendees must be lien clean five days prior to the pre-bid meeting. Special working conditions apply due to the correctional facility location, including mandatory LEIN requests for all contractor personnel, restricted access during 8-hour shifts Monday through Friday, prohibition of work on Saturdays, Sundays, and State holidays without written approval, and ground penetrating radar surveys and hydro-excavation requirements when work occurs within 6 feet of identified underground obstacles, with any utility damage requiring immediate notification and replacement. No specific incumbent vendors, current contractors, or award budget values are identified in the contract documents; however, the project is funded by State of Michigan appropriations through the DTMB, and the Notice of Award will establish the Contract Price based on the apparent low responsive and responsible bidder, with bids remaining valid for 60 calendar days after bid opening.
