About this opportunity

The Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design & Construction Division, is soliciting bids for cell door locks and controls upgrades at the Carson City Correctional Facility under File 472/23158.TYC, with bid opening on October 28, 2026 per Addendum No. 2, which supersedes the October 21 date in the original advertisement. A 10% pricing preference applies to service-disabled veteran-owned businesses (SDVOBs). Michigan does not pre-certify SDVOBs and does not accept federal CVE or VetCert certifications. Claimants must indicate SDVOB status in their bid and furnish a DD214 or equivalent, proof of service-connected disability, and proof of ownership, with NVBDC certification accepted as verification under certain conditions. Veteran information goes in a separate attachment reserved for "Qualified Disabled Veteran information if applicable."

The project at 10274 Boyer Road, Carson City, Michigan, replaces cell door operators, lock rails, guides, receivers, and cell doors. It installs networked PLC-based electro-mechanical locking, control panels with human-machine interfaces, Ethernet connectivity, and UPS backup, and renovates control booths in Level IV housing units and the Segregation Unit. Building 500 forms the base bid, and Building 1200 and Segregation Unit work are carried as alternates. Base bid requires salvaged doors from Standish Correctional Facility, which awardees inspect, power temporarily, wire, and modify, though new doors may be submitted as voluntary alternates. Contractors purchase keyed interchangeable cores for owner keying. Asbestos and lead abatement is procured under a separate owner contract. Work proceeds in an occupied facility behind temporary demountable partitions.

Bids require a 5% bid security of the base bid, by certified or cashier's check, money order, or bid bond. Bids remain valid for 60 calendar days after opening. Prevailing wage, Michigan residency for employees, and proof of State Project Registration from the Department of Labor and Economic Opportunity apply. Apparent low bidders must submit subcontractor lists, pre-award schedules, bid breakdowns, and material schedules within specified timeframes. The owner reserves the right to reject all bids, cancel, or rebid without re-advertising.

The mandatory pre-bid and walk-through occurred October 6, 2026, and questions closed October 12, 2026. Submissions go through the SIGMA VSS system. Project questions go to Joe Sovis at Matrix Consulting Engineers, jsovis@matrixceinc.com, (517) 487-2511.
