About this file

This file is an information sheet from the State of Michigan Department of Technology, Management and Budget (DTMB) regarding the Service-Disabled Veteran-Owned Business (SDVOB) Preference program. The document outlines Michigan's commitment to service-disabled veterans through a specialized procurement preference available on State of Michigan contracts. The SDVOB preference provides eligible businesses with a 10% pricing preference when bidding on state projects. To claim this preference, bidders must indicate their SDVOB status in their bid response and provide required documentation including a DD214 or equivalent proof of service and discharge conditions, proof of service-connected disability via DD214 or Veterans Administration Rating Decision Letter, and proof of business ownership through legal documents. Alternatively, businesses may submit National Veterans Business Development Council (NVBDC) certification as verification of eligibility under certain conditions. The State of Michigan does not pre-certify businesses as SDVOBs and does not accept federal Center for Verification and Evaluation (CVE) database or U.S. Small Business Administration (VetCert) certifications.

The SDVOB preference program defines service-connected disability as a disability incurred or aggravated during active military, naval, or air service as described in 38 USC 101(16). A business qualifies for the preference when it is 51 percent or more owned by one or more veterans with service-connected disabilities. This preference mechanism establishes a set-aside benefit for qualified service-disabled veteran-owned businesses participating in Michigan state procurement activities.

Service Disabled Veteran Owned Business (SDVOB) Preference

Webpage: DTMB - Service-Disabled Veteran-Owned Business Preference

About the SDVOB Preference

The State of Michigan has a special commitment to veterans with service-connected disabilities who bid on State of Michigan contracts. Per Public Act 91 of 2005 businesses owned by qualified service-disabled veterans receive a 10% pricing preference when bidding on State of Michigan projects.

How to Claim the SDVOB Preference

The SDVOB pricing preference is claimed when bidding on a State of Michigan contract. To request the SDVOB pricing preference you must indicate that your company is an SDVOB in your bid response and provide the required documentation:

• Proof of service and conditions of discharge: DD214 or equivalent.

• Proof of service-connected disability: DD214 if the disability was documented at discharge or Veterans Administration (VA) Rating Decision Letter (or equivalent) if the disability was documented after discharge.

• Proof of Ownership: Appropriate legal documents setting forth the ownership of the business entity.

Alternatively, the state will accept a National Veterans Business Development Council (NVBDC) certification as verification of eligibility, provided certain conditions are met.

NOTE: The state does not pre-certify businesses as SDVOBs and does not accept the federal Center for Verification and Evaluation (CVE) database or the US Small Business Administration (VetCert). For more detailed information review the SDVOB Preference Fact Sheet.
