About this file

This Construction Bid Addendum No. 2, issued by the Michigan Department of Technology, Management and Budget on October 21, 2026, pertains to the Carson City Correctional Facility Cell Door Locks and Controls Upgrades project (File Number 472/23158.TYC). The project involves upgrading cell door locks and control systems across multiple buildings (500, 1200, and 200) at Carson City Correctional Facility, with modifications to doors salvaged from Standish Correctional Facility. Key deliverables include installing new detention hardware sets, mechanical snaplatch food passes with commercial cylinders, gang releases per wing, and modifications to officer desk interfaces to accommodate new door control monitors. The addendum specifies quantities of retro devices: 96 units for Building 500, 96 units for Building 1200, and 22 units for Building 200. The bid opening date was October 28, 2026. Awarded contractors will be permitted to inspect salvaged doors at Standish Correctional Facility and will be responsible for verifying door conditions, obtaining temporary power at Standish, supplying necessary conduit and wiring, and coordinating with facility staff on underground raceway conduit details. The project includes modifications to salvaged doors such as replacing food and shackleports, installing new carriers, and repainting.

The addendum addresses critical clarifications regarding material specifications, electrical requirements, and logistical responsibilities. Contractors must purchase keyed interchangeable cores and provide them to the owner for keying, and the new interface can operate on a single 15-ampere, 120-volt circuit. Manual key release at each cell door and electrical key operation with new cylinders are required. The facility maintains an Asbestos Building Materials Survey from 2023, with asbestos and lead abatement testing to be procured under a separate contract by the owner. Contractors may submit voluntary alternate bids for new doors in lieu of repurposed Standish doors within the Schedule of Alternates, though the base bid requires use of salvaged doors. The state will not require door width reduction as long as repurposed doors are larger than existing openings. No pricing terms, funding sources, or contract award amounts are specified in this addendum document.

ADDENDUM ITEMS:

Questions and Answers:

A. Under section 119814, please advise if new food pass locks with builders hardware cylinders are required at the cell doors under detention hardware set 3 for Buildings 500, 1200, and 200. They are not listed under hardware set 3 of section 119814; however they are shown on plan drawing A2.2. Utilize the specified mechanical snaplatch with commercial cylinders for the food passes.

B. If food pass locks are required, please advise if the owner is furnishing the keyed interchangeable cores.

Contractor to purchase cores and give to the owner for keying.

C. Please confirm that the quantity of new retro devices under detention hardware set 3 for the base bid work is as follows:

a. Building 500 – 96 This is correct.

b. Building 1200 – 96 This is correct.

c. Building 200 – 22 This is correct.

D. Please clarify if a gang release is required at the end of the cell run of each wing. (1) gang release shall be provided per wing. Coordinate with facility to include or exclude the end of wing fire doors.

E. Can we go to Standish to see the doors to be removed prior to the bid due date? I’d like to verify the physical condition of them. Refer to Addendum #1 attached photos and sketch of dimensions of existing doors to be salvaged and used in Standish Correctional Facility.

F. What is the expected open clearance between the temp wall and the opposite wall with inmate cells? The facility needs visibility of the corridor area – minimum clearance is 7’-8” which will leave 3’-0”+ work area clearance.

G. What modifications to the doors being removed from Standish are expected to be performed? Door modifications are: replace food and shackleports, remove existing carriers and install new carriers, prep and repaint door on all sides. Add a steel bent plate at the top or bottom of the door as required so that the installed door will have a 1” clearance from the floor and the top is visually closed (cannot see into the cell).

H. What modifications are expected to be completed in the Officer Desk Interface? Contractor shall perform modifications to the officer desk as necessary to install new equipment. This is not limited to installing stainless steel plates to hold the new door control monitors at each opening which are larger than the new monitors.

a. What is the visual expectation of this upon completion? Officer desk shall securely house the new interface and shall not contain any open cavities upon completion.

http://www.michigan.gov/SIGMAVSS

I. What power requirements and/or reconfigurations are required to support the new interface? The new interface can be run off a single 15A,120V circuit. Contractor to field verify what is existing. 20A is acceptable if that is what exists.

J. Are there electrical and systems as-builts available we would be able to reference to accurately bid this project?

All available as-built drawings at this time have been provided in Addendum #1. Additional drawings and as-builts will be presented to the awarded contractor.

K. Are we responsible for supplying any temporary power needed for equipment to remove the doors at Standish?

What power is existing and available, if any? Awarded contractor is responsible for supplying all temporary power required to salvage existing doors at Standish. Standish Correctional Facility currently still has power.

L. Is there a contingency plan for the doors if they do not meet the MDOC’s expected condition upon removal?

Standish Correctional Facility contains a significantly larger amount of doors than required at Carson City and we expect the doors will meet expected conditions. Upon discovery of doors not meeting MDOC standards, project team and facility will assess the situation at that time.

M. We are led to believe that there are underground raceways installed between the Officer Desk and the distribution junction box for the door controls. Can you please provide detail as to the conduit quantity and sizes? This shall be the awarded contractor’s responsibility.

N. May we have a photo of the area (metal header) above the cell door sliders located at Standish open? Please refer to Addendum #1 attached photos for this request.

O. What is the plan should the number of conductors currently ran to operate the doors be found insufficient?

Contractor shall provide new conduit and/or wire as necessary to operate the doors.

P. Are there any security and electrical as-builts that detail conduit runs and conduit sizes? All available as-built drawings at this time have been provided in Addendum #1. Additional drawings and as-builts will be presented to the awarded contractor.

Q. What are the 120V circuit numbers currently running the sliding doors and the control console? This shall be the awarded contractor’s responsibility.

R. For 200 panels, they are sloped at an angle. With these removed and replaced with a plate the new panel will be installed at the angle of the existing desk, is this acceptable to the facility? This is acceptable.

S. The prints for the 200 building did not indicate door numbers or names, can the print be updated to reflect proper names or numbers? MDOC is actively relabeling cell door numbers and wings throughout all facilities.

Once the new labels are confirmed, this information will be provided.

T. The print in building 200 segregation cells numbered differently than marked on the walk-through. Can the print be provided to substantiate the true/intended numbers of these cells? MDOC is actively relabeling cell door numbers and wings throughout all facilities. Once the new labels are confirmed, this information will be provided.

U. May we have a photo of the area (metal header) above the cell door sliders located @ Carson open? Refer to attached photos for this request.

V. May we get photos of the interior and face of the supplemental panels located in the 200 building – medical and dining? Refer to attached photos for this request.

W. May we have a photo of the splice enclosures for both 500 and 200? Refer to attached photos for this request.

X. May we have a photo of the area underneath the control panel? Refer to attached photos for this request.

Y. Can we get detailed pictures of the door control cabinet in the electrical room of 200 building? Refer to attached photos for this request.

Z. Will there be a need for any emergency release cabinets? Emergency release cabinets will not be required.

AA. Will there be a need for manual key release at each cell door? Manual key release at each cell door will be required.

BB. The electrical key operation will be required at each cell front. However, will the existing keying be utilized for the new electric key switch? If so, will the existing cylinder be used as well? The intent is to use a new cylinder in lieu of existing cylinders.

CC. Pinned Torx is industry standard whereas Pinned Torx Plus comes at a premium. Specification 119812 section 2.11.A.1 and specification 119814 section 2.14.A.1 permits the use of either Pinned Torx or Pinned Torx Plus.

DD. Will the state accept our bid for new doors in lieu of repurposed Standish doors? Base bid shall be per drawings and specifications. Contractor has the opportunity to include a separate line item for new doors as a voluntary alternate within the Schedule of Alternates.

EE. Will there be a need for asbestos and lead abatement attestation? If so, will the owner seek the provision as a separate contract? Facility has Asbestos Building Materials Survey from 2023. No known lead abatement testing has occurred. The owner will seek this provision as a separate contract.

FF. Under Addendum #1 item #3, there was a handwritten sketch showing the width dimension of one of the cell doors at Standish Correctional to be 34-1/4”. At Carson City, we measured the width dimension at one of the housing unit cell doors to be 29-1/4”. Please clarify if all cell doors to be re-used from Standish are 34-1/4”. This shall be the contractors responsibility to verify after the project has been awarded. The width of the repurposed door does not have to equal the width of the existing door as long as the repurposed door is larger than the door opening.

GG. If the doors need to be reduced in width to work in the existing openings at Carson City, should the doors be cut on both sides so that the food pass openings remain centered on the doors? Doors will not be required to be reduced in width. The width of the repurposed door does not have to equal the width of the existing door as long as the repurposed door is larger than the door opening.

HH. Please advise if the contractors can visit Standish to inspect the sliding doors. Awarded contractor will be granted the opportunity to inspect the doors at Standish. Awarded contractor shall coordinate with Saginaw Correctional Facility staff.

ACKNOWLEDGEMENT: This Addendum must be acknowledged by the Bidder in the space provided in the Bid Summary and Bid Form. Failing to acknowledge Addenda may be cause for the Bid to be rejected. Addenda will become part of the Contract Documents.
