About this opportunity
The Michigan Department of Technology, Management and Budget (DTMB), in coordination with the Department of Corrections, is procuring construction services for the replacement of the roof system at Housing Unit 8 of the Baraga Correctional Facility located at 13924 Wadaga Road, Baraga, Michigan. This project involves the complete replacement of an existing asphalt shingle roof with a metal standing-seam roof system, extension of eaves to improve attic ventilation, installation of attic insulation (R-20 blow-in fiberglass), and relocation of exterior phones. The standing-seam metal roof must utilize MP-175 metal panel systems with one-piece fixed clips, 18-inch panel coverage, and 1.5-inch nominal panel height, featuring a 20-year weathertightness warranty and 35-year finish warranty. Additionally, the project requires installation of steel fascia and soffit components meeting ASTM A653/A653M with G90 coating specifications from approved manufacturers including EDCO Products Inc., Gentek Building Products Inc., Norandex, Quality Edge, Rollex Corporation, and United States Seamless Inc. A mandatory pre-bid walk-through inspection is required on Thursday, November 7, 2024, at 11:00 a.m. local time, and prospective bidders may submit questions until Thursday, November 21, 2024, at 2:00 p.m. Eastern time to Louis Meyette at louis.meyette@ohm-advisors.com. Sealed bids must be submitted electronically through the SIGMA VSS system by Wednesday, December 4, 2024, at 2:00 p.m. Eastern time with a maximum of two attachments each under 25 MB. The contract award is anticipated for January 7, 2025, with substantial completion required by August 1, 2025, and final completion by September 15, 2025, with liquidated damages assessed at $500 per calendar day for delays.
This project is subject to Michigan's Qualified Disabled Veteran (QDV) preference program, which provides a 10 percent bid preference to certified QDV businesses, and all construction workers must comply with prevailing wage rates as determined by the Michigan Department of Labor and Economic Opportunity. All bidders are required to submit a 5 percent bid security, and contractors awarded contracts exceeding $50,000 must provide both performance and payment bonds. Special working conditions applicable to Department of Corrections facilities require criminal background screening and LEIN (Law Enforcement Information Network) clearance for all personnel entering the secure facility, with vendor and contractor representatives attending the pre-bid meeting required to submit a Vendor/Contractor LEIN Request five business days prior to the meeting and permitted to represent only one bidder. Project documents are available through the SIGMA procurement system at https://sigma.michigan.gov/webapp/PRDVSS2X1/AltSelfService, and OHM Advisors serves as the Project and Specification Consultant and can be contacted at 906-482-0535 or taylor.nettell@ohm-advisors.com for document procurement. While a specific budget or award value is not explicitly stated in the procurement documents, the project scope, timeline, and bonding requirements for contracts exceeding $50,000 indicate this is a substantial construction project.
