About this opportunity
The State of Michigan Department of Technology, Management and Budget (DTMB) is procuring general contracting, mechanical, and electrical construction services for HVAC upgrades to Building 200 (Food Service Building) at the Baraga Correctional Facility located at 13924 Wadaga Road, Baraga, Michigan 49908. This project involves the complete replacement of a walk-in refrigerator/freezer two-compartment L-shaped unit, masonry walls and doors, and associated mechanical and electrical systems within the secure perimeter of the correctional facility. The scope includes comprehensive demolition of existing freezer walls, doors, ceilings, and floor treatments; installation of new insulated wall and ceiling panels; installation of new hollow metal doors and frames with aluminum-framed viewing windows; construction of new six-inch concrete masonry unit walls with tile wall base; installation of stainless steel floor-mounted railing/bumper systems; and reconstruction of suspended gypsum board ceiling systems. The contractor must possess a superintendent with a minimum of one year experience as a superintendent and four years in construction trades, coordinate comprehensive submittal procedures with 10-day review periods for initial submittals and 7-day periods for resubmittals, and conduct weekly progress meetings. The mandatory pre-bid walkthrough is scheduled for December 20, 2023, at 1:00 p.m. on site, with questions accepted until January 4, 2024, at 2:00 p.m., and bids due January 17, 2024, at 2:00 p.m. Eastern time through the SIGMA VSS electronic submission portal. The contract duration is 180 calendar days from the Notice to Proceed, with liquidated damages assessed at $1,000 per day after substantial completion and $250 per day from final completion. All work must comply with prevailing wage requirements, prison security protocols, dust control measures, and designated working hours (normal hours 6:00 a.m. to 6:00 p.m., night working hours 8:00 p.m. to 6:00 a.m.).
Contractors must submit a 5 percent bid security and are required to provide performance and payment bonds for contracts exceeding $50,000, along with builders risk insurance. Qualified Disabled Veteran (QDV) certifications and Michigan-Based Business certifications must be included with bids. All contractor and vendor representatives attending the mandatory pre-bid walkthrough must submit a LEIN (Law Enforcement Information Network) clearance request five business days prior to the meeting, with only one individual per bidder permitted to represent the company at the walkthrough. Bids must be submitted electronically through SIGMA VSS with a maximum of two attachments under 6 MB each, and bidders must acknowledge receipt of all addenda on the bid form. The project includes a $15,000 cash allowance for project scope of work and incorporates revised specification sections addressing project management, submittal procedures, product requirements, execution, closeout procedures, and operation and maintenance data. The project is funded by the State of Michigan, and no incumbent contractors or technology integration requirements are identified in the procurement documents. While no specific budget ceiling is stated, the project scope and 180-day duration suggest a contract value likely exceeding $50,000 given the bond and insurance requirements.
