About this opportunity

The State of Michigan Department of Technology, Management and Budget (DTMB), State Facilities Administration, Design and Construction Division seeks qualified contractors to provide and install comprehensive security and access control systems at the Jackson Regional Correctional Facility (Egeler Correctional Facility) in Jackson, Michigan, as part of the Southern Region Transportation Move to Block 5 project. The procurement encompasses the provision and installation of CAT-6 plenum-rated cabling with termination equipment, a Genetec-based access control system expansion, IP-based video security cameras (including exterior fixed wall-mounted, interior fixed dome, 360-degree panoramic, and pan-tilt-zoom models), network electronics, raceways, intercoms, monitoring stations, servers, software, and complete configuration and testing of all systems to support the renovation of Block 5 and relocation of the Transportation and Radio Shop. Key deliverables include as-built drawings, detailed connectivity spreadsheets, firestopping documentation, and all necessary power supplies for door locks and access control panels. Qualified bidders must hold BICSI certification for cabling work, maintain contractual relationships with approved equipment manufacturers for both cabling and security systems (including vendors such as Bosch, Panasonic, Cisco, Liebert, NEC, and Hubbell), and provide documentation of at least three similar projects completed within the previous two years. The contract will be awarded to the responsive and responsible best value bidder based on price and qualitative components, with the three lowest bidders subject to best value evaluation. A mandatory pre-bid conference and facility tour occurred on January 28, 2019, at 10:00 AM at 4000 Cooper Street, Jackson, Michigan; written questions were accepted through February 4, 2019, at 12:00 PM; and electronic bids were due through the SIGMA VSS website by February 6, 2019, at 2:00 PM local time. The contract completion schedule requires 90 calendar days from the Notice-to-Proceed, with liquidated damages of $500 per day for delays beyond substantial completion, and work is restricted to Monday through Friday from 7:00 AM to 3:30 PM with all personnel required to be LEIN cleared.

Michigan-based business certification is required for bids exceeding $100,000, and qualified disabled veteran preferences apply with a 10% price reduction for eligible bidders. Individuals seeking to bid must submit a Vendor/Contractor LEIN Request form (CAJ-1037) five business days prior to the mandatory pre-bid walk-through to obtain criminal history clearance through the Michigan Law Enforcement Information Network, as access to Department of Corrections facilities is restricted to cleared personnel. The project requires integration with existing network infrastructure and fire alarm systems at the facility, with coordination among multiple trades including electrical, communications, door hardware, and security contractors. No specific pricing or budget range was disclosed in the bidding documents; however, the base bid includes a $10,000 contingency allowance, a 5% bid guarantee is required, and performance and payment bonds are mandated for contracts exceeding $50,000. The project is funded through the State of Michigan's capital improvement budget, and all work must comply with applicable federal, state, and local codes, including ADA requirements, prevailing wage standards where applicable, ANSI/TIA telecommunications cabling standards, NEC 2015, and IEEE Power over Ethernet standards. Technical specifications and drawings were prepared by Commtech Design, with project contact information available through Judson Sorensen, Project Manager, and Bret Emerson of Commtech Design at (616) 433-7210 or bret@commtechdesign.com.
