About this opportunity

The State of Michigan Department of Technology, Management and Budget, on behalf of the Michigan Department of Corrections, is procuring construction services for a Razor Ribbon Project (Bid Package 3B, Contract 472/17398) involving perimeter fence enhancements and razor ribbon installations at five correctional facilities: Charles Egeler Correctional Facility (Jackson), Gus Harrison Correctional Facility (Adrian), Lakeland Correctional Facility (Coldwater), Parnall Correctional Facility (Jackson), and Thumb Correctional Facility (Lapeer). The scope of work includes installing detainer hook and InstaBarrier razor ribbon with stainless steel 101-loop and 51-loop configurations at 12-inch loop spacing, removing and replacing existing fencing, installing new chain-link fencing with 2-inch diamond mesh hot-dipped galvanized steel fabric, constructing man gates (4 feet by 6 feet 8 inches) and truck gates, modifying fence layouts, relocating fiber and electrical conduits, and removing existing fencing and razor ribbon sections. All fencing components must feature hot-dipped galvanized steel construction with knuckled top and bottom configurations, and contractors must provide shop drawings for all fencing, perform field measurements of existing posts prior to construction, and ensure all welds are clean, uniform, continuous, and free of rust with smooth grinding prior to galvanization. The contract period is 150 calendar days from project commencement (with a start date up to September 17, 2018) to December 12, 2018, with liquidated damages assessed at $500 per calendar day for failure to meet the substantial completion deadline. Mandatory pre-bid conferences and site walkthroughs were scheduled for May 21, 2018 (at four facilities) and May 22, 2018 (at Thumb Correctional), and electronic bids were due June 13, 2018, at 2:00 PM through the SIGMA VSS website; questions were accepted until May 3, 2018, at 2:00 PM through Matrix Consulting Engineers, Inc. (517-487-2511 or jsovis@matrixceinc.com). Bid security of five percent of the bid amount is required, along with performance and payment bonds for all bids exceeding $50,000.

Prevailing wage requirements apply to this project, with detailed wage schedules provided for Jackson and Lenawee counties covering multiple labor classifications including ironworkers for fence and guardrail erection, laborers, and equipment operators. The contract is subject to Michigan nondiscrimination requirements, Michigan residency requirements for fifty percent of workers, and compliance with soil erosion and sedimentation control regulations. All contractor personnel must obtain security clearance through a LEIN (Law Enforcement Information Network) criminal background check, with requests submitted to the Department of Corrections at least five business days prior to facility access. The project is awarded as a combined bid package covering all five facilities, with each site billed separately upon completion, and includes a $25,000 provisional allowance for each facility. No specific set-asides for disadvantaged enterprises, minority-owned businesses, women-owned businesses, or other restricted categories are mentioned in the available contract documents. The contract documents reference no incumbent vendors or existing contractors, though Matrix Consulting Engineers, Inc. served as the design consultant for the project drawings and specifications.
