The project involves installing 27 CCure Card Access Entry systems across existing doors, with 13 doors on the north side and 14 doors on the south side. Specific deliverables include electrified hinges, locksets, card readers, door contacts, request-to-exit devices, and two Trove-3 enclosures with electronic access control modules and power supplies. Contractors must be CCure certified dealers with a certified technician onsite during installation and hold a C-7 contractor license. The bid submission is scheduled for August 24, 2023, at 2:00 pm, with a non-mandatory pre-bid meeting held on August 15, 2023, at 10:00 am. The project requires strict adherence to specifications, regulatory permits, and California Labor Code regulations, including registration with the Department of Industrial Relations and compliance with prevailing wage determinations.
The contract does not specify explicit set-aside designations for disadvantaged enterprises. Contractors must submit electronic bids through the Sacramento County Electronic Bidding Portal and provide performance and payment bonds each covering 100% of the contract amount. The estimated construction cost is $74,000, structured as a unit price contract under the Uniform Public Construction Cost Accounting Act (CUPCCAA). The project timeline requires completion within 120 calendar days, with liquidated damages of $200 per calendar day for delays beyond the established contract completion date. Insurance requirements include public liability, property damage, and workers' compensation coverage. The contract includes extended warranty provisions and COVID-19 safety guidelines. Bidders will be evaluated based on their ability to meet technical specifications, provide certified technicians, and comply with all contractual and regulatory requirements.
