About this opportunity

The City of Wheat Ridge, Colorado is requesting proposals for final design consulting services on the 35th Avenue Multimodal Improvements project, a 1.5-mile corridor extending the neighborhood bikeway from Sheridan Boulevard to Wadsworth Boulevard, with proposals due August 25, 2026 at 2:00 p.m. Mountain Time. This is an FHWA-assisted contract subject to CDOT Professional Services Local Agency civil rights and Disadvantaged Business Enterprise (DBE) requirements; proposers must submit an Affidavit of Small Business Participation with the proposal and maintain a Utilization Plan in the B2GNow system demonstrating good faith efforts to meet established DBE contract goals.

The scope encompasses 13 task categories: project management and administration; public involvement including stakeholder meetings and a public open house; topographic surveying using UAS LiDAR and aerial imagery at 2-inch pixel resolution; utility investigation including coordination with up to 10 utility owners and up to 40 test hole excavations; hydrology and hydraulic engineering with stormwater design; comprehensive engineering and design producing 30%, 60%, 90%, and 100% construction plans per CDOT standards; landscape design and streetscape improvements; right-of-way plan development; lighting design; geotechnical investigation and pavement design; traffic analysis and traffic-calming design; right-of-way acquisition services; and construction support services. The consultant will conduct 22 bi-weekly progress meetings and 4 major plan review meetings, develop opinion of probable construction costs at each design phase, and prepare monthly invoices and progress reports.

Evaluation criteria are weighted equally at 25 points each: firm capabilities and references, scope of submission and staffing, effective approach and timeline, and plan effectiveness. Pricing is not a selection factor in initial evaluation; cost proposals will be submitted separately by the highest-ranked, most qualified firm prior to fee negotiations. The selection committee may award based on proposals alone or conduct interviews with a minimum of three firms. The City reserves the right to solicit a best and final offer and negotiate further with one or more contractors.

A pre-proposal meeting is scheduled for August 4, 2026 at 11:00 a.m. via Microsoft Teams. Questions are due August 11, 2026 at 5:00 p.m., with responses due August 18, 2026 at 5:00 p.m. Proposers must carry professional liability and errors and omissions insurance of $1 million per claim and $1 million aggregate, along with general liability, workers' compensation, and other specified coverage. All work products become the sole property of the City of Wheat Ridge.
