About this opportunity
The Massachusetts Department of Elementary and Secondary Education (DESE) is requesting responses for CPR/AED train-the-trainer professional learning and implementation support under RFR 27TALBWB2, with responses due October 22, 2026 at 12:00 PM Eastern Time through COMMBUYS and questions due October 15, 2026. A minimum 1% Supplier Diversity Program (SDP) spending commitment with certified diverse business partners is mandatory; at least 25% of evaluation points are allocated to SDP Plan evaluation.
DESE seeks a vendor to develop and deliver professional learning to appropriately qualified Massachusetts school personnel—including health educators, physical educators, school nurses, athletic trainers, and administrators—to prepare them as CPR/AED instructors capable of providing ongoing training within their schools and districts. The scope includes hands-on CPR/AED skills practice, competency assessment, instructor training and certification, adult/child/infant CPR manikins, AED training devices, replacement consumables, and evaluation. Training may be delivered in-person, virtual, or hybrid formats. The vendor must propose the number of participants, qualified trainers, schools or districts, cohorts, and training sessions based on delivery capacity within the available budget. The program must align with the 2023 Massachusetts Comprehensive Health and Physical Education Framework and include a school- and district-level implementation and sustainability plan. Any appropriately authorized CPR/AED certification program—such as American Heart Association or Health & Safety Institute—is acceptable. Services and deliverables must be completed by June 30, 2027, with the contract period beginning upon execution.
The maximum contract obligation is $425,000 (100% state-funded) for the initial period through June 30, 2027, with no renewal options. DESE is the sole using customer. The contract manager is Beth Williams-Breault, CHPE Content Support Lead, Office of Instruction and Multilingual Education. The Commonwealth Standard Contract Form applies. All materials and deliverables developed using state funds become DESE property. Vendor staff or subcontractors with direct, unmonitored contact with children must pass Criminal Offender Record Information (CORI) background checks before contract execution. All digital assets must meet WCAG 2.1 levels A and AA. Vendors must complete the SDP Plan Form and submit all responses via COMMBUYS; emailed responses are not accepted. For COMMBUYS registration or submission assistance, contact OSDHelpDesk@mass.gov, 1-888-627-8283, or 617-720-3197. No pre-bid conference is scheduled.
