Background:

The CPR Training Project will build sustainable school- and district-level capacity to provide high-quality cardiopulmonary resuscitation (CPR) and automated external defibrillator (AED) education and training. The purpose of this project is to support Massachusetts school districts in establishing or expanding sustainable capacity by developing local personnel, systems, equipment, and partnerships that can sustain CPR/AED education within schools and districts. The project supports implementation of the 2023 Massachusetts Comprehensive Health and Physical Education (CHPE) Framework, including standards addressing student proficiency in CPR and AED use, and is intended to increase equitable access to high-quality, hands-on CPR/AED education.

Scope of Service:

To support Massachusetts schools and districts in building sustainable capacity to provide CPR/AED education and training, DESE is seeking a vendor to provide and/or subcontract CPR train-the-trainer professional learning, implementation support, technical assistance, equipment, and evaluation. The selected vendor will:

1. Collaborate with DESE around final project design, implementation planning, progress monitoring, and evaluation;

2. Provide CPR/AED train-the-trainer professional learning to appropriately qualified Massachusetts school personnel;

3. Prepare participants to demonstrate CPR/AED competency and complete applicable instructor-training and certification requirements;

4. Provide participants with hands-on, skills-based CPR/AED practice, skills assessment, and opportunities to practice teaching CPR/AED skills;

5. Provide or coordinate CPR/AED training equipment and materials necessary for initial training and ongoing local implementation;

6. Provide technical assistance and coaching to support school- and district-level implementation, expansion, and sustainability;

7. Coordinate subcontractor(s), as applicable, and ensure that applicable instructor-training and certification activities are completed;

8. Provide DESE with participant, completion, certification, evaluation, equipment, and implementation data needed for project monitoring and evaluation;

9. Complete all project services and deliverables by June 30, 2027.

The project should support educators and school personnel who are positioned to provide ongoing CPR/AED training within their schools or districts. Potential participants may include health educators, physical educators, school nurses, athletic trainers, district health/physical education coordinators, administrators, and other appropriately qualified school personnel.
