This is a Questions and Answers document issued by the Massachusetts Department of Elementary and Secondary Education (DESE) for a Requests for Responses (RFR) procurement (COMMBUYS Bid #: BD-27-1026-DOE02-DOE01-134315, Alternate ID: 27TALBWB2) concerning a CPR/AED train-the-trainer program for school personnel. The project requires the selected vendor to develop and deliver professional learning to appropriately qualified Massachusetts school personnel (including health educators, physical educators, school nurses, athletic trainers, and administrators) to prepare them as CPR/AED instructors capable of providing ongoing training within their schools and districts. The program must include hands-on CPR/AED skills practice, competency assessment, instructor-training and certification, and opportunities to practice teaching CPR/AED skills. Bidders are responsible for proposing the number of participants, qualified trainers, schools/districts, cohorts, and training sessions based on their delivery capacity and available budget. The vendor must collaborate with DESE on final project design, implementation planning, progress monitoring, and evaluation. The Q&A close date was October 15, 2026, at 12:00 PM. All project services and deliverables must be completed by June 30, 2027, with the contract period beginning upon contract execution.

There is no established minimum or target number of participants, instructors, schools, or districts to be served; bidders should propose these numbers based on cost-effectiveness and delivery capacity. The total contract budget is $425,000, with no prescribed allocation between equipment, training materials, personnel, and administrative costs. DESE is interested in maximizing sustainable CPR/AED training capacity within available funding. Bidders may propose any appropriately authorized CPR/AED certification program (such as American Heart Association or Health & Safety Institute) and may provide services directly or through subcontractors with appropriate credentials. The project must include appropriate adult, child, and infant CPR manikins, AED training devices, replacement consumables, and other necessary training equipment, with bidders proposing equipment allocation plans without prescribed ownership or distribution models. There are no mandatory geographic regions, minimum statewide coverage expectations, or priority schools/districts; however, the project is intended to increase equitable access to high-quality CPR/AED education across Massachusetts. Training may be delivered through in-person, virtual, or hybrid formats, and bidders must budget for all associated facility and venue costs. The proposed program must align with the 2023 Massachusetts Comprehensive Health and Physical Education Framework and include a school- and district-level implementation and sustainability plan addressing instructor credential maintenance, equipment maintenance and replacement, and integration into existing programming beyond the contract period.

Does DESE have a minimum or target number of participants, qualified instructors, schools, or districts to be served under this project, or should each bidder propose these numbers based on its delivery capacity and the available budget?
A minimum or target number of participants, qualified instructors, schools, or districts to be served under this project has not been established.

Bidders should propose the number of participants, qualified trainers, schools/districts, cohorts, and training sessions that can reasonably be supported within their proposed budget and delivery capacity.

2
10/8/2026
Will DESE recruit and select the participating school personnel and schools/districts, or is the selected vendor responsible for recruitment and selection? If responsibilities are shared, please clarify the expected roles.
The selected vendor is required to collaborate with DESE on final project design, implementation planning, progress monitoring, and evaluation.

This project is intended to support appropriately qualified Massachusetts school personnel who are positioned to provide ongoing CPR/AED training within their schools or districts. Potential participants include health educators, physical educators, school nurses, athletic trainers, district health/physical education coordinators, administrators, and other appropriately qualified school personnel.

Responsibility is not explicitly assigned for recruiting and selecting participating personnel, schools, or districts to either DESE or the selected vendor.

Specific recruitment and selection responsibilities would therefore need to be clarified and established through the collaborative project design and implementation planning process.
