Contractors must submit comprehensive documentation including a statement of qualifications, state professional regulation registration, county contractors certificate, business license, liability insurance, workers' compensation documentation, W-9 form, conflict of interest disclosure, and debarment form. A mandatory pre-bid meeting is scheduled for December 4, 2024, at 9:30 am at the project site. The project has a 90-calendar day completion timeline, with substantial completion expected within 120 calendar days after contract commencement.
The county explicitly encourages participation from small businesses, minority/women-owned businesses, and disadvantaged business enterprises, with a commitment to non-discrimination based on race, color, religion, national origin, disability, sex, or age. The project is funded through the Local Housing Assistance Plan (LHAP) and follows Santa Rosa County's Procurement & Purchasing Ordinance 2023-06. While no specific budget range is explicitly stated, the Servpro damage assessment indicates a preliminary remediation cost of $5,828.42 for mold and water damage alone. The Board of County Commissioners reserves the right to waive irregularities in bids, reject any or all bids for documented reasons, and ultimately select the proposal most advantageous to Santa Rosa County. The septic system repair permit indicates the property is a 3-bedroom residential structure with a maximum occupancy of 6 persons, suggesting the rehabilitation is intended to restore the property to full residential functionality. Contractors must comply with all local and state regulations, including Florida Department of Health and onsite sewage treatment standards.

Scope of Work Summary - Dania Beach Lift Station No. 11 Rebuild and Resiliency Project
The City of Dania Beach will undertake the Dania Beach Lift Station No. 11 Rebuild and Resiliency Project to replace and modernize a critical component of the city's wastewater infrastructure. This project involves the complete demolition of the existing submersible wastewater lift station, which has not been upgraded in many years, and the construction of a new station that meets current FEMA elevation and resiliency standards. The new facility will include updated control systems and a dedicated emergency backup generator to enhance operational reliability, especially during extreme weather events. Lift Station No. 11 serves as a vital transmission point for the sewer system along Dania Beach Boulevard, making this upgrade essential to maintaining uninterrupted service.
The selected contractor shall provide all labor, materials, and equipment necessary to demolish the existing lift station and install a new submersible wastewater lift station with associated controls, SCADA systems, electrical components, flow meter vault, gravity sewer connections, sanitary manholes, force main piping and fittings. Additional work will include start-up and commissioning services, operator training, full site restoration, and the restoration of any impacted roadways and rights-of-way. The successful execution of this project will require close coordination with the City of Dania Beach and the project engineer to ensure all work is completed to specification and within the project timeline.
