About this opportunity
The Housing Authority of Prince George's County (HAPGC) is issuing a Request for Proposals (RFP 27-23HCVP-26) for Housing Quality Standard (HQS) Inspection Services to qualified firms capable of conducting comprehensive housing inspections for units across Prince George's County serving clients in HUD's Continuum of Care (CoC) and Housing Opportunities for Persons with AIDS (HOPWA) programs. The procured services encompass initial housing unit inspections, annual housing unit inspections, client complaint inspections, quality control inspections, and failed housing unit re-inspections, with HAPGC anticipating 6,165 total inspections during the fiscal year 2027 term (July 1, 2026 through June 30, 2027), including 1,200 initial inspections, 2,300 annual inspections, 270 client complaint inspections, 95 quality control inspections, and 2,300 failed unit re-inspections. Eligible applicants must be registered for-profit or 501(c) non-profit organizations in good standing with the State of Maryland and the Internal Revenue Service, and must hold HQS Certification and Lead-Based Paint Visual Assessment Training from nationally recognized organizations while maintaining professional liability and errors/omissions insurance ($1 million minimum), general commercial liability insurance ($1 million minimum), worker's compensation coverage, comprehensive vehicle liability insurance ($1,000,000 bodily injury limits), and cyber liability insurance ($1 million minimum). Proposals will be evaluated on qualifications and experience (35 points), past performance (20 points), organizational structure (15 points), key personnel qualifications (15 points), and approach/work plan (15 points). The deadline for written questions is March 17, 2026, at 11:00 a.m. EST, proposals are due April 2, 2026, at 4:00 p.m. EST via the Bonfire portal, and the anticipated contract award date is April 23, 2026. The selected applicant will receive a one-year contract beginning July 1, 2026, and ending June 30, 2027, with evaluation for continuation in subsequent terms based on satisfactory performance and fund availability.
HAPGC encourages Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms to submit proposals, and respondents must demonstrate that a minimum of 30 percent of final contract dollars will be expended with M/WBE subcontractors through best efforts. Current providers may apply for continuation of services; however, they cannot receive credit or selection preference for services already performed. The contract is funded through HUD's Emergency Solutions Grant (ESG), Continuum of Care (CoC), and Housing Opportunities for Persons with AIDS (HOPWA) programs, with awards conditioned on availability of funds as approved by HUD, the State of Maryland, and the HAPGC Board of Commissioners. HAPGC reserves the right to reject any or all proposals submitted. No specific budget range or award value has been disclosed in the available documentation, though the scope encompasses approximately 6,165 inspections annually across multiple service categories.
