About this opportunity

Fulton County, Georgia is requesting proposals for delinquent tax sales preparation services to the Fulton County Sheriff's Office under RFP 26RFP1600540B-PS, with proposals due June 11, 2026 at 11:00 a.m. through BidNet Direct and a pre-proposal conference scheduled for May 28, 2026 via Zoom. MBE and FBE subcontracting participation targets of 16.83% and 3.41% respectively apply; all work must comply with Georgia's Security and Immigration Compliance Act, requiring E-Verify registration.

The scope encompasses type-written title examinations and abstracts covering a fifty-year period in compliance with Georgia Title Standards, pre-tax sales preparation services, and post-tax sales services including statutory notices, title-defect identification, preparation of legal advertisements and tax sale scripts, and surplus fund notices. Work volume spans approximately 1,222 parcels annually (FY2025 baseline), requiring 40 to 224 title examinations monthly. The contractor must identify all interested parties — owners, lien holders, lenders, and recorded parties — and ensure statutory notice delivery.

The contract term runs from execution through December 31, 2026, with three optional one-year renewal periods through December 31, 2029, subject to County Board of Commissioners approval. The County will evaluate proposals on a weighted rubric: cost at 20%, project plan and approach at 25%, qualifications of key personnel at 15%, relevant project experience at 18%, availability of key personnel at 15%, local preference at 5%, and service-disabled veterans preference at 2%. The lowest cost proposal receives full cost points; other proposals are scored proportionally. Award will go to the most advantageous proposer based on cost and evaluation factors, not necessarily the lowest bidder. Proposers must demonstrate financial responsibility through recent balance sheets, credit ratings, and sworn bankruptcy statements. The contractor must obtain insurance with specified policy limits and provide proof of coverage prior to work commencement.
