About this opportunity
The Board of Education of Frederick County, Maryland (FCPS) is requesting proposals for evidence-based, research-informed Pre-K through 12 mathematics intervention programs and materials under ITB 26CURR1, with proposals due January 23, 2026 at 2:00 p.m. via OpenGov Procurement. Addendum 1, issued January 12, narrowed the original scope from "Mathematics and Literacy" to "Mathematics Intervention Programs" only. Certified Minority Business Enterprises are encouraged to respond; no MBE requirement or bonding mandate applies.
Intervention programs must provide intense, targeted instruction addressing specific skill gaps identified through universal screening data, delivered in addition to core curriculum with direct instruction, practice, and responsiveness to student progress monitoring. Multiple programs may be considered, and proposed interventions need not span all grade levels.
Cost proposals must itemize pricing for required materials (kits, teacher manuals, student books, manipulatives), supplementary or optional materials, professional learning costs (distinguishing required from optional), and bulk versus a la carte pricing, including training for FCPS central office staff. Technical proposals must include company history and structure; nonprofit status documentation if applicable; user and school-system numbers; employee count and educational backgrounds; notarized financial verification; assigned project staff curricula vitae; and reference lists with a minimum of three school-system projects aligned to the RFP subject matter. Any exceptions to RFP conditions may result in point deductions or rejection if not in FCPS's best interest.
Proposals must include executed signature forms, statutory affidavits, non-collusion certifications, certificates of compliance, conflict-of-interest disclosures, proprietary information forms, W-9s, and certificates of insurance where applicable. All bidders must register with eMaryland Marketplace Advantage and provide Maryland tax certification numbers. Written questions are due January 15 at 4:00 p.m. A pre-bid meeting is scheduled January 8 at 10:00 a.m. via Microsoft Teams (attendance encouraged but not mandatory). The tentative award date is March 11, 2026. FCPS reserves the right to award by line item, group, or in aggregate and to extend the contract to other Maryland and out-of-state governmental agencies with mutual agreement.
