About this opportunity
This Invitation to Bid (ITB 2646) from the City of Daytona Beach seeks qualified contractors to perform comprehensive housing rehabilitation services on three owner-occupied, single-family residential properties located at 608 Tomoka Road, 237 S. Adams Street, and 228 Haynes Street through the State Housing Initiatives Partnership (SHIP) program. The scope of work encompasses electrical system repairs and upgrades, plumbing system replacement, window replacement, insulation improvements, HVAC servicing, exterior repairs, interior finishes, and general conditions for each property. Bidders must hold an active Florida Residential, Building, or General Contractor's License for a minimum of five years prior to bid submission, with all subcontractors possessing active licenses appropriate to their scope of work. The procurement timeline includes a non-mandatory pre-bid conference scheduled for May 13, 2026, at 10:00 a.m. via Microsoft Teams, a question submission deadline of June 2, 2026, at 5:00 p.m., and a proposal submission deadline of June 9, 2026, at 2:00 p.m., with bid opening occurring the same date via Teams. All submissions must be made exclusively through the City's OpenGov Procurement Platform at https://procurement.opengov.com/portal/codb, with the contract awarded on a lot-by-lot basis to the lowest responsive and responsible bidder for each individual property. Evaluation will be based on the lowest responsive and responsible bid price, with the City reserving the right to award up to three separate contracts if deemed in the City's best interest.
Bidders must submit 10 percent bid security in the form of a bid bond, certified check, irrevocable letter of credit, or money order, mailed to the City of Daytona Beach Purchasing Department prior to the bid deadline, and successful bidders will be required to furnish separate 100 percent Performance and Payment Bonds unless the contract price is less than $100,000. Local vendor preference is available to businesses that have maintained a permanent place of business with full-time employees within the City limits for a minimum of six months prior to bid opening; if a non-local vendor's bid and a local vendor's bid are within 10 percent of the lowest offer, both bidders will have an opportunity to submit best and final offers. Additional mandatory requirements include proof of required licenses at bid submission, comprehensive insurance coverage with the City named as additional insured, MBE/WBE good faith effort documentation, E-Verify registration and compliance, drug-free workplace certification, and human trafficking attestation. No incumbent vendors or current contractors are identified in the solicitation documents. While specific budget ranges are not explicitly stated in the available documentation, individual project values will determine bonding requirements, with contracts exceeding $100,000 requiring Performance and Payment Bonds, indicating variable award amounts based on the rehabilitation scope and complexity of each property.
