About this file
This is an Invitation to Bid (ITB) document issued by the City of Daytona Beach, Florida, for complete housing rehabilitation services on three owner-occupied, single-family residential homes through the SHIP (State Housing Initiatives Partnership) program. The City solicits bids for rehabilitation work at three properties: 608 Tomoka Road, 237 S. Adams Street, and 228 Haynes Street. The scope of services includes electrical system repairs and upgrades, plumbing system replacement, window replacement, insulation improvements, HVAC servicing, exterior repairs, interior finishes, and general conditions for each property. The non-mandatory pre-bid conference is scheduled for May 13, 2026, at 10:00 a.m. via Microsoft Teams. The deadline for submitting questions and requests for interpretation is June 2, 2026, at 5:00 p.m. The proposal submission deadline is June 9, 2026, at 2:00 p.m., with bid opening occurring on the same date via Teams. All submissions must be made exclusively through the City's OpenGov Procurement Platform at https://procurement.opengov.com/portal/codb. The contract will be awarded on a lot-by-lot basis to the lowest responsive and responsible bidder for each individual property, with the City reserving the right to award up to three separate contracts if deemed in the City's best interest.
Bidders must submit a 10 percent bid security in the form of a bid bond, certified check, irrevocable letter of credit, or money order, with the hard copy mailed to the City of Daytona Beach Purchasing Department prior to the bid deadline. The successful bidder will be required to furnish separate 100 percent Performance and Payment Bonds unless the contract price is less than $100,000. Bidders must hold an active Florida Residential, Building, or General Contractor's License for a minimum of five years prior to bid submission, and all subcontractors must possess active licenses appropriate to their scope of work. Local vendor preference is available to businesses that have maintained a permanent place of business with full-time employees within the City limits for a minimum of six months prior to bid opening. The City anticipates awarding contracts based on the lowest responsive and responsible bid price; if a non-local vendor's bid and a local vendor's bid are within 10 percent of the lowest offer, both bidders will have an opportunity to submit best and final offers. Additional requirements include proof of required licenses at bid submission, comprehensive insurance coverage with the City named as additional insured, MBE/WBE good faith effort documentation, E-Verify registration and compliance, drug-free workplace certification, and human trafficking attestation. The project is funded through the SHIP program.
