About this opportunity
The City of Midland is soliciting bids for the sale of surplus radio communications equipment owned by the Information Technology Systems Department, with bids due August 6, 2026 at 2:00 p.m. via Bonfire. The procurement encompasses approximately 7,120 individual units across 55 line items offered on an "as-is, where-is" basis without warranty.
The inventory consists primarily of Harris public safety radio systems and components removed during system modernization: mobile transceivers (M7100, M7300, M5300, XG-75M models), portable radios (XG-25, XG-75, XG-45 models), control heads, desktop chargers (581 units), speakers (453 units), mobile microphones (283 units), portable batteries (868 units), mounting hardware, cabling, base stations, and infrastructure equipment. The City prefers a single lot sale but reserves the right to accept, reject, or negotiate bids individually in its best interest. Prospective bidders may schedule equipment inspections through designated City representatives (Alicia Lee, Andrew Clifton, or Mansoor Chaudhary) prior to bid submission.
Bidders must complete the detail sheet with unit and total pricing for each line item and submit a signed affidavit waiving claims for attorney fees and acknowledging all bidding terms. The successful bidder must make cash payment for the entire inventory and assume all costs for loading, removal, transportation, shipping, packaging, handling, permits, regulatory compliance, and disposal. Failure to sign and return the waiver section renders the bid non-responsive and subject to rejection.
Written questions must be submitted to the City of Midland Office of the Purchasing Agent at P.O. Box 1152, Midland, Texas 79702, by fax to (432) 685-0523, or by email to purchasing@midlandtexas.gov to ensure all interested bidders receive identical information. Selected contractors must sign the contract and provide necessary bonds and insurance within 21 days of transmittal. Late proposals will not be accepted. Bidders who fail to respond with either a bid or "no bid" statement are subject to removal from the bid list for similar future purchases.
