About this opportunity

The City of Midland, Texas, on behalf of Midland International Air & Space Port, is requesting proposals for ATM concessionaire services with proposals due August 5, 2026 at 2:00 p.m., and inquiries due July 29, 2026.

The scope requires installation, operation, maintenance, and support of a minimum of two commercial-grade, ADA-compliant ATM machines at airport locations designated by the port. Equipment must accept major debit and credit card transactions, maintain 24/7 availability, and address service interruptions within 24 hours. The successful vendor will be responsible for all installation, repairs, software updates, cash replenishment, and transaction processing.

Vendors must propose compensation to the City through revenue-sharing, commission percentages, minimum annual guarantees, fixed fees, or other methodologies, with detailed financial benefit clearly identified in proposals. The contract term is five years initial with renewal options at one-year intervals not to exceed seven years total, at the City's option.

Evaluation is weighted as follows: company experience and qualifications (25 points), operational and maintenance plan (20 points), revenue proposal and financial benefit to the City (30 points), financial stability (10 points), references (10 points), and compliance and proposal completeness (5 points). Vendors must provide audited financial statements for the two years preceding RFP issuance and references from airports, transportation facilities, governmental entities, universities, hospitals, or convention centers where ATM services were provided within the last five years.

Vendors must maintain commercial general liability insurance of $1,000,000 per occurrence, business automobile liability of $250,000, and workers' compensation as required by Texas law, with the City named as additional insured. Proposals must include one original, two hard copies, and one soft copy in PDF or Word format, submitted to the City Secretary at P.O. Box 1152, Midland, Texas 79702. Vendor interviews and product demonstrations will be scheduled after proposal review. Vendors are required to complete the Texas Ethics Commission Conflict of Interest Questionnaire (Form CIQ) and file it with the City's records administrator within seven business days of becoming aware of disclosure facts or initiating discussions.
