About this opportunity

The Maryland Department of Juvenile Services is requesting bids on laboratory services supporting six detention and residential facilities with bids due January 28, 2026 at 11:00 a.m., following Amendment No. 2 which extended the deadline from January 21. This is a Small Business Preference (not reserve) procurement; Amendment No. 1 shifted from a Small Business Reserve Delegation to a Small Business Preference Delegation.

The scope encompasses comprehensive medical laboratory testing for young people in DJS custody—preventive, acute, and chronic care—across Baltimore City Juvenile Justice Center, Charles H. Hickey Jr. School, Cheltenham Youth Detention Center, Lower Eastern Shore Children's Center, Victor Cullen Center, and Western Maryland Children's Center. Services include routine and specialized testing (infectious disease, toxicology, hematologic, endocrine, immunologic, genetic), specimen collection and courier pickup, laboratory supplies and equipment maintenance, result reporting, and technical training. The bid form itemizes 58 distinct CPT-coded tests with estimated annual volumes ranging from 5 to 1,500 units per test.

Pricing is fixed-price based on the Maryland Medicaid Medical Laboratory Fee Schedule; contractors cannot charge more than Medicaid rates. Prices remain firm for the five-year contract term unless Maryland Medicaid rates decrease (contractor must apply lower rate) or increase (contractor may request approval for increase). The contract term runs five years from notice to proceed with no renewal options. Estimated annual volumes are provided but not guaranteed.

Required certifications include CLIA certification, CAP accreditation, and Maryland laboratory licensure without restrictions. Contractors must provide firm fixed unit prices for all 58 tests across all contract years. Minimum insurance includes $1 million commercial general liability, workers' compensation, automobile coverage, and $5 million cyber security/data breach insurance. An overall MBE subcontracting goal of 5 percent applies. The pre-bid conference was January 12, 2026 via Zoom; questions were due January 15 (extended per Amendment No. 2 to January 20). Contractors must execute a DHS Hiring Agreement and HIPAA Business Associate Agreement within five business days of award. Personnel assigned to DJS facilities must undergo criminal background checks via CJIS (contractor expense) and comply with on-site security protocols. Procurement Officer: Keon Pompey at keon.pompey1@maryland.gov.

Opportunity text

The Department provides individualized care and treatment to young people who are alleged or adjudicated offenders. DJS utilizes a continuum of services and treatment for young people with an expanded community-based focus. Treatment and programs include probation, home detention and monitoring, community service, victim restitution and counseling. Young people who pose a risk to themselves or public safety may require detention or placement in residential programs. Through its Somatic Health Division, DJS serves to protect, promote, and advance the health of all young people who are placed in its care. Young people at DJS facilities are seen for preventive, acute and chronic health care to provide medical services including laboratory testing for their current, on-going and/or previously unmet healthcare needs.
