About this opportunity

Louisville Water Company is requesting bids for tapping saddles compatible with PVC and ductile iron water pipe under a two-year contract renewable for up to three additional one-year terms, with bids due June 10, 2026 at 11:00 a.m. Eastern Time. A 5% local bid preference (not to exceed $50,000) applies to bidders with physical business locations in specified Kentucky or Indiana counties.

Tapping saddles must be constructed from type #304 stainless steel bands, certified as 85-5-5-5 water works brass per ASTM B-62 and AWWA C800, with AWWA taper/CC thread outlets and EPDM or NBR rubber gaskets. Pre-qualified manufacturers are A.Y. McDonald, Mueller, ROMAC, and SmithBlair. Saddles span multiple pipe sizes from 4-inch through 16-inch, with service configurations of 3/4-inch through 2-inch taps (with clarification per Addendum No. 2 that 16-inch ductile iron saddles require only 3/4-inch and 2-inch taps). Delivery must be FOB destination to one of seven Louisville Water Company locations, palletized and forklift-unloadable. All materials must be new and conform to specifications; damaged goods are refused and returned at contractor expense.

Historical pricing from the prior contract cycle (2020–2021) totaled approximately $124,575 ($65,860.36 for PVC and $58,714.95 for ductile iron saddles), provided as a baseline reference. Pricing must be firm and inclusive of all taxes and delivery; payment is due within 30 days of invoice. Bidders must carry $1 million per occurrence commercial general liability coverage, $1 million automobile liability coverage, and workers' compensation insurance.

Bids are submitted exclusively through Louisville Water Company's web-based portal at https://louisvillewater.bonfirehub.com/portal. Questions must be directed to Renee Fromme, Buyer, at (502) 272-4638 or rfromme@louisvillewater.com. Two addenda have been issued addressing prior-cycle references and specification corrections (Addendum No. 1 and Addendum No. 2, both posted May 27, 2026). Bidders must acknowledge receipt of both addenda to avoid disqualification. The contract is governed by Kentucky Bid Law. Louisville Water Company and other participating entities including Louisville/Jefferson County Metropolitan Government, Metropolitan Sewer District, and Jefferson County Public Schools may purchase from this contract.
