The project scope includes milling and removal of existing pavement structure, replacement of base material with graded aggregate base or crushed concrete, placement of Superpave asphaltic concrete in two-lift configurations, installation of performance turf sod in disturbed areas, pavement marking installation, and stabilization of all disturbed areas. Qualified bidders must be FDOT pre-qualified in Flexible Paving, with either the prime contractor or a subcontractor pre-qualified in Hot Plant-Mixed Bituminous Courses, Drainage, Grading, and Pavement Marking; possess valid state contractor licensing as of the bid opening date; and provide a bid bond equal to 5% of the proposed base bid contract amount. The bid consists of 25 pay items utilizing a lump sum base bid format with unit prices for deliverables including mobilization, maintenance of traffic, excavation (3,455.8 cubic yards regular and 250 cubic yards borrow), graded aggregate base (13,822.9 square yards), milling existing asphalt pavement (11,038.2 square yards combined), Superpave asphaltic concrete (2,531.6 tons combined), pavement markers, painted and thermoplastic pavement markings, hydroseed, performance turf sod, and shoulder work (1,000 square yards). A mandatory pre-bid meeting is scheduled for 10:00 a.m. CDT on Tuesday, May 26, 2026, at the Public Works Conference Room in Panama City, Florida; attendance is required and failure to attend results in automatic disqualification. Written questions must be submitted by 5:00 p.m. CDT on Monday, June 8, 2026, with electronic or sealed paper bids due by 2:00 p.m. CDT on Tuesday, June 16, 2026, followed by public opening. The anticipated Board meeting for recommended award is scheduled for Tuesday, July 7, 2026, with each bid valid for ninety days after opening, and the contract awarded to the lowest responsive and responsible bidder proposing the lowest qualified lump sum base bid.
There are no specific set-aside designations or disadvantaged enterprise restrictions identified in the solicitation documents. Contractors must comply with E-Verify requirements for all employees and subcontractors, maintain a drug-free workplace policy consistent with Bay County standards, and provide comprehensive insurance coverage including workers' compensation with minimum employer's liability limits of $500,000 per accident and general, automobile, and excess or umbrella liability coverage with minimum limits of $1,000,000 per occurrence, with the County named as an additional insured on a primary and non-contributory basis. The successful contractor must execute a Public Construction Bond guaranteeing performance and payment obligations, and must complete all work within 120 calendar days from the Notice to Proceed, with liquidated damages assessed at $2,667.00 per calendar day for failure to meet the deadline. The contractor is responsible for obtaining all required permits from the Florida Department of Environmental Protection, Northwest Florida Water Management District, and Army Corps of Engineers, maintaining at least one open lane at all times, and providing as-built plans certified by a professional surveyor and mapper in both hard copy and electronic AutoCAD format. Based on the budget documentation, the FY26 approved budget for all Annual Resurfacing is $2.6 million, with Phase 1 having expended $1.7 million to date, leaving approximately $900,000 available for Phase 2; any project costs exceeding this allocation must be offset through cost savings or reductions to other projects.
