About this opportunity

The Massachusetts State Lottery Commission (MSLC) is seeking qualified service providers through a competitive sealed bid procurement to provide armored car services for scheduled pick-up and delivery of sealed bank deposits consisting of cash and checks from six designated MSLC locations across Massachusetts to Bank of America branches. Service locations include facilities in Dorchester, New Bedford, West Springfield, Lawrence, Worcester, and Braintree, with standard weekly pick-up schedules ranging from one to two days per week at each location, increasing to five days per week from December 1 through December 31 annually. The resulting contract will be for an initial five-year term from July 1, 2026 through June 30, 2031, with the MSLC retaining the option to extend for up to two additional one-year periods upon thirty days' written notice. Bidders must demonstrate appropriate security measures for handling deposits, maintain armed and uniformed personnel with required licensing and training, provide backup armored vehicles, and ensure full insurance coverage for all deposits in their possession. All pricing quoted must be firm and fixed for the entire contract period and shall include all costs associated with services provided, with no additional fees accepted. Bidders were required to submit questions by April 8, 2026, with answers posted April 10, 2026, and bid responses were due by April 27, 2026, at 10:00 AM ET, with contract award anticipated for May/June 2026 and service commencement on July 1, 2026.

The procurement requires all bidders to complete and submit a Supplier Diversity Program (SDP) Plan Form with a minimum Total SDP Commitment of one percent of contract sales to be spent with certified diverse businesses, with no contract awarded to any bidder without an SDP commitment meeting the request for response requirements. Bidders must comply with Commonwealth of Massachusetts standard contract terms and conditions, including affirmative action commitments for purchasing from minority and women-owned businesses, employment discrimination law compliance, and comprehensive indemnification requirements protecting the State. The MSLC makes no guarantee of minimum purchase volumes and reserves the right to modify service locations, schedules, frequencies, and the designated financial institution with written notification. Payment will be made forty-five days after service acceptance and invoice receipt unless a prompt payment discount is offered, with contractors permitted to propose tiered discount percentages for early payment within 10, 15, 20, and/or 30 days. No specific budget range or award value is disclosed in the bid documents; pricing is structured on a per-trip basis and varies by service frequency levels (2x/month, 1 day/week, 2 days/week, and 5 days/week) for each of the six service locations. No incumbent vendor information is identified in the procurement documents.
