The scope is a two-step cleaning process for garbage trucks. The primary cleaner must contain between 10 and 20 percent phosphoric acid (75 percent content) as an acid surfactant blend; the secondary step requires a non-acid aluminum cleaner/brightener with a minimum of 10 percent sodium hydroxide. All pricing is quoted per gallon and must include delivery to and pickup from the truck wash facility. Chemicals must be delivered in tote tanks with minimum 225-gallon capacity and formulated for a 1:20 dilution rate compatible with the existing Dosatron water pumps at the facility. Bidders whose products do not meet the 1:20 dilution rate must supply four dilution-matching Dosatron pumps at no additional charge. Delivery location is the Equipment Maintenance Facility at 6255 North Jog Road, West Palm Beach, Florida 33412; the Authority may add or delete additional delivery locations within Palm Beach County at its discretion. All submissions must include descriptive literature, complete specifications, Safety Data Sheets, and manufacturer data; bid specifications take precedence over manufacturer data unless the Authority determines otherwise.

Bidders must maintain Commercial General Liability insurance at $1 million per occurrence and $2 million general aggregate, Automobile Liability at $1 million combined single limit, Workers' Compensation at statutory limits, Umbrella/Excess Liability at $1 million, and Pollution Liability/Environmental Impairment Liability at $1 million.
