About this file

This technical specifications document outlines the requirements for Bid No. 26-14/AL issued by the Solid Waste Authority of Palm Beach County, Florida, for the procurement of cleaning chemicals (soap) for use at the Authority's truck wash facility. The solicitation seeks to establish a term contract with firm fixed pricing for cleaning chemicals specifically formulated for washing garbage trucks in a holding pit containing approximately 10,000 gallons of recycled water. Bidders must submit responses electronically through Bonfire by the date and time specified in the solicitation documents, with all questions and clarifications submitted through the same platform by the deadline indicated in the bid documents. The delivery location is the Equipment Maintenance Facility at 6255 North Jog Road, West Palm Beach, FL 33412, though additional delivery locations within Palm Beach County may be added or deleted at the Authority's discretion.

All pricing must be quoted on a per-gallon basis and include delivery to and pickup from the truck wash facility. The cleaning chemicals must be delivered in tote tanks with a minimum capacity of 225 gallons and formulated for use at a 1:20 dilution rate to work with the existing Dosatron water pumps. The chemical requirements specify a two-step process: the soap must contain between 10 and 20 percent phosphoric acid (75 percent content) as an acid surfactant blend cleaner, and a non-acid aluminum cleaner/brightener with a minimum of 10 percent sodium hydroxide. Bidders whose products do not meet the 1:20 dilution rate must supply four dilution-matching Dosatron pumps at no additional charge to the Authority. Bidders must provide all descriptive literature, complete specifications, Safety Data Sheets (SDS), and manufacturer data with their submissions; in cases of conflict between the bid specifications and manufacturer data, the bid specifications take precedence unless the Authority determines acceptance of manufacturer specifications is in its best interest.
