About this opportunity
The City of Brookhaven, Georgia is soliciting proposals under RFP 26-113 for professional aquatics management services for 2027, with a mandatory pre-bid conference on November 17, 2026 at 10:00 a.m. EST at 3360 Osborne Road, Brookhaven, Georgia 30319. Questions are due November 24, 2026 at 5:00 p.m. EST, and proposals are due December 4, 2026 at 4:00 p.m. EST through the Bonfire Portal.
The contractor will operate public freshwater pools and splash pads. The listing describes three pools and one splash pad, while the attached RFP describes three outdoor pools, one indoor pool, and two splash pads, so pool counts should be confirmed against the RFP. Required work includes pre-season preparation (Brookhaven Dog Park by mid-March, Murphy Candler and Briarwood by mid-May, Lynwood and Ashford Park by Memorial Day), post-season closure by September 30, quarterly inspections, splash pad maintenance three times weekly during peak season, indoor pool annual maintenance, and immediate repair services beginning January 1, 2027. The contractor supplies equipment including a TDS meter and necessary tools and handles minor repairs and materials. The City provides pool chemicals, water testing kits, pool vacuums, and utilities, and handles major plumbing, electrical, structural, and facility repairs. Contractors must comply with the Georgia Security and Immigration Compliance Act, carry commercial general liability insurance of at least $1 million and workers' compensation coverage, maintain a drug-free workplace, and submit monthly invoices with proof of subcontractor payments.
Pricing requires a lump sum annual pool maintenance fee, separate hourly rates for emergency services during normal and after-hours operating periods, and itemized pricing for depth marker replacement at Murphy Candler Pool and expansion joint replacement at Briarwood Pool. Proposals must also include proposed costs for potential filter media changes at all three pools. The initial term runs three years through December 31, 2027, with an option to renew for two additional years without a new competitive bid.
Proposals are evaluated on approach (10 points), qualifications and experience of the consultant firm (30 points), qualifications of key staff (25 points), clarity and creativity of the proposal (10 points), and cost (25 points).
