About this opportunity

Macon-Bibb County issued a Request for Proposal (RFP) on January 7, 2026, for the design, installation, integration, and commissioning of a fully automated parking system at Middle Georgia Regional Airport. The system will include one entrance lane with ticket dispensing and barrier gate, three exit lanes with payment verification and barrier gates, one pay-on-foot kiosk located within the terminal, and one mobile handheld payment unit for curbside payments. The system must support multiple payment methods including credit/debit cards, Apple Pay, Google Pay, and contactless payments while maintaining PCI-compliant security and eliminating cash handling. Deliverables include turnkey installation with all hardware and software components, comprehensive staff training, operational manuals and technical documentation, and a minimum 18-month warranty with preventative maintenance and technical support. Respondents must demonstrate ten years of experience providing automated parking system services, maintain valid Georgia business licensing, and carry insurance including workers' compensation (statutory), errors and omissions ($1,000,000), and general liability ($1,000,000) with Macon-Bibb County named as additional insured. The RFP evaluation criteria allocate maximum points as follows: Experience/Qualifications (20 points), Project Technical Approach (25 points), Project Implementation Plan/Timeline (25 points), and Price Proposal (30 points). The deadline for submitting questions was extended to Monday, January 26, 2026, at 3:00 p.m. Eastern Standard Time, a mandatory pre-bid meeting and site visit was held on January 21, 2026, from 10:00 a.m. to 2:00 p.m. at Middle Georgia Regional Airport, and proposals were due on Thursday, February 26, 2026, at 12:00 noon, with firm names to be publicly read at 2:00 p.m. at the Procurement Department Conference Room.

Macon-Bibb County encourages participation from Minority Business Enterprises (MBE), Women-Owned Businesses (WBE), and Disadvantaged Business Enterprises (DBE), with quarterly subcontractor participation reports required, though no minimum participation threshold is mandated. Local preference of five percent is available to vendors whose businesses reside in Macon-Bibb County. The county will serve as the merchant of record with Flowbird (Arrive) for payment processing and will own all system data on the hosted software platform. The existing infrastructure for power, communication, and concrete is currently in place at the existing entry and exit lanes and the pay-on-foot location, while infrastructure for additional exits will be provided by the airport, and existing magnetic auto control gates may be reused if serviceable. The county prefers not to implement alternative approaches such as ticketless or gateless solutions utilizing License Plate Recognition technology, and integration with the airport's existing SIP-compatible VOIP system is required. No Service Level Agreements are currently in place, no draft agreement will be released before the bid due date, and the specific project budget has not been publicly disclosed; award will be made to the responsive and responsible bidder with the highest total evaluation points.
