About this opportunity
The City of Flowery Branch, Georgia, located in Hall County, is soliciting proposals for the purchase of equipment to rehabilitate the White Horse Creek Lift Station, a critical wastewater infrastructure component. This equipment-only procurement requires vendors to supply two submersible pumps with a design point of 175 gallons per minute at 195 feet of total dynamic head, operating at 460 volts, and two soft starters (Telemecanique ATS48D62YU or approved equivalent models). The equipment must feature chopper or cutter pump impellers to handle fibrous material due to historical operational issues at the station, and vendors are permitted to propose higher horsepower options up to 60 HP if no control panel modifications are required. Evaluation criteria are divided into quantitative factors (60 points) encompassing total equipment cost and site suitability, and qualitative factors (40 points) including pump performance, reliability, delivery lead times, maintenance requirements, warranty quality, and proposal responsiveness, with vendors encouraged to offer partial monetary refunds or discounts if proposed lead times are exceeded. A mandatory pre-bid meeting was held on December 2, 2025, at 9:30 a.m. EST at City Hall, 5410 Pine Street, Flowery Branch, Georgia 30542, with written questions due by December 5, 2025, at 11:00 a.m. EST to Nancy Rodriguez in the Finance Department. Proposals were due by 2:00 p.m. EST on January 13, 2026, submitted in sealed envelopes with one original and one electronic copy on flash drive, including comprehensive technical documentation such as pump curves, manufacturer catalogs, warranty details, delivery timelines, and maintenance requirements. All vendor communications must be directed exclusively to Nancy Rodriguez at 770-967-6371 ext. 111 or Nrodriguez@flowerybranchga.org, with unauthorized contact to other city employees resulting in potential disqualification.
This procurement contains no set-aside designations or restrictions limiting responses to specific organization types based on disadvantaged enterprise status or other classifications. The existing lift station equipment includes a 47-horsepower Flygt pump and a 50-horsepower Shimaywa pump with 4-inch discharge piping, which vendors must consider in their proposals. Installation services will be provided separately under a distinct contract by Pro Pumps Solutions of America, LLC, based in Cleveland, Georgia, which was identified as the apparent successful equipment supplier with an award amount of $64,505.80, though the final award remains pending City Council approval and a ten-calendar-day protest period that commenced March 9, 2026. Bid bonds are waived if the total proposal amount does not exceed $250,000; however, amounts exceeding $250,000 require bid, performance, and payment bonds per Georgia law. Vendors must maintain comprehensive insurance coverage including workers' compensation, employers' liability, bodily injury and property damage liability, automobile liability, and excess umbrella liability with the City named as an additional insured. The selected vendor must provide startup services and a full manufacturer's warranty for all supplied equipment, with contract timeline and effective date to be established following bid award with consideration given to equipment lead times and contractor availability.
