About this opportunity

The California Department of Insurance is issuing Request for Proposal 25CSB-158S to procure consulting services for the "Extreme Heat Protection Gap Research Project for Local Governments." The selected contractor will conduct a supplemental research study that expands upon CDI's 2024 analysis of extreme heat impacts and supports the California Environmental Protection Agency's CalHeatScore system. The primary objectives require the contractor to identify and characterize geographic areas across California disproportionately impacted by extreme heat, analyze insured and uninsured costs borne by local governments, evaluate gaps in insurance coverage, explore innovative risk transfer tools such as parametric insurance and performance-based coverage, and examine differential health impacts across population subgroups. The work plan comprises four primary tasks: developing extreme heat vulnerability criteria utilizing CalHeatScore and multiple public indices; selecting 10-20 vulnerable locations across urban and rural California; examining how extreme heat health impacts differ by demographic characteristics; and analyzing insurance protection gaps for 2-3 selected local governments while evaluating innovative financial protection mechanisms. Deliverables include presentations to CDI staff via teleconference with accompanying PDF slides, report sections in Word document format, underlying data and code documentation in accessible formats such as Excel sheets and geospatial files, maps and tables presenting findings, and a comprehensive final report with graphs, measurements, and descriptions of results. Required qualifications include at least three years of experience in data analytics and consulting related to insurance and public sector financial impacts, capability to obtain and integrate data from multiple sources at granular geographic levels (no coarser than ZIP Code), and demonstrated ability to clearly display geospatial and financial data through visual aids with examples from at least two past projects. The written question submittal deadline is April 24, 2026 at 5:00 PM PST, with final proposal submissions due May 8, 2026 at 4:00 PM PST via email to BMB_Procurement@insurance.ca.gov; the anticipated contract term runs from June 8, 2026 through April 31, 2027, with a notice of intent to award scheduled for May 20, 2026.

This procurement includes preference programs for small businesses (5 percent preference) and Disabled Veteran Business Enterprises (DVBE) with a minimum 3 percent participation requirement, as well as eligibility for Target Area Contract Preference Act (TACPA) designation. All proposals must be submitted as searchable PDF files limited to 100 pages excluding required attachments and must include work samples, references, staff identification with resumes, cost proposals, and various certifications and compliance forms, including Darfur Contracting Act Certification for companies with international operations. The anticipated contract budget is $75,000.00 maximum for the entire contract term, with cost proposals submitted as fixed prices that cannot be amended; payment will be made in arrears upon satisfactory completion and CDI acceptance of deliverables for each project task, with 10 percent of each invoiced amount withheld until final completion. No incumbent vendors or current contractors are identified in the RFP materials. The contractor must demonstrate expertise in data analytics, geospatial and demographic analysis, and the ability to integrate data from multiple public and third-party sources while ensuring all deliverables are provided in accessible and clear formats with final report materials meeting ADA compliance standards.

You are invited to review and respond to this Request for Proposal (RFP), entitled Extreme Heat Protection Gap Research Project for Local Governments, RFP # 25CSB-158S. The California Department of Insurance (CDI) intends to award one contract for these consulting services. In 2024, CDI published an analysis of the uninsured and insured costs and impacts from recent extreme heat events. The first-of-its-kind report: ¿Impacts of Extreme Heat to California¿s People, Infrastructure, and Economy." was based on the recommendations of the California Climate Insurance Working Group and directed by AB 2238 (Chapter 264, Statutes of 2022). The report helped support the California Environmental Protection Agency¿s development of an Extreme Heat Ranking System (CalHeatScore), released in January 2025. The purpose of this RFP is to solicit proposals to develop a specific, supplemental study that expands on the previous findings and evaluates key questions from the 2024 report that achieves the objectives described below, and to produce a report containing graphs, measurements, and descriptions of the results and extrapolations based on the findings of the study. Contractor to identify and assess geographic areas across California that are disproportionately impacted by extreme heat; analyze the insured and uninsured costs borne by local governments; evaluate gaps in insurance coverage; and explore the applicability of innovative risk transfer tools (e.g., parametric insurance, performance-based coverage, catastrophe bonds). Contractor will also examine differential health impacts across population subgroups. FOR MORE INFO.
