About this file

This is a Darfur Contracting Act Certification form issued by the California Department of Insurance (CDI) for use in conjunction with state contract opportunities. The form requires prospective bidders and proposers to certify their compliance with Public Contracts Code sections 10475-10481, which applies to any company with business activities or operations outside the United States within the previous three years. Bidders must select one of three options: certify that the company has no international operations, certify that the company has international operations but is not a scrutinized company, or provide written permission from the Department of General Services (DGS) authorizing a scrutinized company to submit a proposal. The form requires completion by an authorized company representative under penalty of perjury, including the company name, Federal ID Number, signature, date, and printed name and title.

This certification document is applicable to the Extreme Heat Protection Gap Research Project for Local Governments (RFP #25CSB-158S), a consulting services contract with CDI to develop supplemental research on extreme heat impacts across California. The contractor will identify and assess geographically disproportionately impacted areas, analyze insured and uninsured costs to local governments, evaluate insurance coverage gaps, and explore innovative risk transfer tools such as parametric insurance and catastrophe bonds, with particular attention to differential health impacts across population subgroups. The written question submittal deadline is April 24, 2026 at 5:00 PM PST, and the final proposal submission deadline is May 8, 2026 at 4:00 PM PST, with all submissions directed to BMB_Procurement@insurance.ca.gov.
