About this file

This is a cost proposal and work plan workbook for the California Department of Insurance's Extreme Heat Protection Gap Research Project for Local Governments (RFP # 25CSB-158S). The project comprises four primary tasks: identifying and characterizing locations vulnerable to extreme heat; analyzing insured and uninsured costs of extreme heat on local governments; assessing differential impacts across population subgroups; and completing and submitting a comprehensive report. Each task includes multiple deliverables such as presentations to CDI staff via teleconference with accompanying PDF slides, report sections in Word document format, underlying data and code documentation in accessible formats such as Excel sheets and geospatial files, and maps and tables presenting findings. The targeted completion date for all tasks is indicated as XX/XX/26 (specific dates not yet finalized), with the first draft report and presentation scheduled for October 16, 2026. The final date for proposal submission is May 8, 2026, at 4:00 PM PST, with written questions due by April 24, 2026, at 5:00 PM PST.

The cost proposal workbook shows a total proposed cost of $0.00, indicating that the actual costs for each task have not yet been populated in this draft version of the workbook. The California Department of Insurance intends to award one contract for these consulting services. The project expands upon CDI's 2024 analysis of uninsured and insured costs from extreme heat events and supports the California Environmental Protection Agency's Extreme Heat Ranking System (CalHeatScore), released in January 2025. All deliverables must be provided in accessible and clear formats, with final report materials required to be ADA compliant.

Task 1. Identify and characterize locations that are vulnerable to extreme heat* Presentation on proposed indices and factors and to formalize decisions on methodologies that encompass the different tasks/objectives with CDI staff. The presentation to CDI staff will be over Teams or a similar teleconferencing platform. A PDF of the slides shall be provided prior to the presentation.

* Presentation on developed criteria and data sources with CDI staff. The presentation to CDI staff will be over Teams or a similar teleconferencing platform. A PDF of the slides shall be provided prior to the presentation.

* Share underlying data, associated code, and methods documentation of the chosen factors for the developed Extreme Heat Vulnerable Location criteria. Data and documentation should be presented in accessible and clear formats, such as excel sheets and geospatial files.

*Share maps and tables to explain what differentiates the selected Extreme Heat Vulnerable Locations presented in accessible and clear formats, such as excel sheets and geospatial files.

*Presentation on the selection process, selected Extreme Heat Vulnerable Locations, and their corresponding local governments with CDI staff. The presentation to CDI staff will be over Teams or a similar teleconferencing platform. A PDF of the slides shall be provided prior to the presentation.XX/XX/26$
Task 2. Analyze the insured and uninsured costs of extreme heat on local governments* Report section on the findings of Objective 2.1, including table and charts by subgroup across Extreme Heat Vulnerable Locations. A word document shall be provided to CDI staff, which will eventually be incorporated into the final report. The document shall include a brief narrative explaining the findings, limitations, and data sources used.

* Share underlying data, associated code, and methods documentation. Data and documentation should be presented in accessible and clear formats, such as excel sheets and geospatial files.

Task 3. Assess differential impacts of extreme heat across population subgroups* Presentation reviewing the selected 2-3 local governments and detailing known response and adaptation costs and funding gaps. The presentation to CDI, and if feasible, local government staff, will be over Teams or a similar teleconferencing platform. A PDF of the slides shall be provided prior to the presentation.

* Share underlying data that support the findings of this objective. Data should be presented in accessible and clear formats, such as excel sheets and tables and graphs.

* Report section on the findings of Objective 3.2 that identify types of insured and uninsured extreme heat losses, estimate insurance protection gaps, and evaluate different types of insurance coverage available. A word document shall be provided to CDI staff, which will eventually be incorporated into the final report.
