About this opportunity

The City of Holly Hill, Florida, is soliciting bids for the Riverside Park Pier Repair Project (Bid No. 25-BG-15), seeking qualified General Contractors licensed in the State of Florida to repair the Riverside Park Observation Pier located at 135 Riverside Drive in Daytona Beach. The project involves removing and disposing of approximately 140 linear feet of damaged pier sections submerged in the Halifax River, and installing five prefabricated dock sections (four 8' x 30' and one 8' x 18') onto existing concrete pilings. Key deliverables include installation of 2x6 Composite Timber Tech Vintage Decking, a 42" Combination Rail system, ten 9' Header Kits, and replacement of five D-Series LED Bollard lights with full electrical connections and testing. A non-mandatory pre-bid meeting was held on November 11, 2025, at 9:00 a.m., with written questions accepted until November 24, 2025, at 5:00 p.m. Sealed bids are due by 9:00 a.m. on December 1, 2025, with a contract completion time of 180 days from the Notice to Proceed and liquidated damages of $500 per calendar day for non-compliance.

The project is entirely funded by the Federal Emergency Management Agency (FEMA) under the Hazard Mitigation Grant Program, which mandates compliance with federal contract provisions including Equal Employment Opportunity requirements, debarment and suspension regulations, and environmental compliance standards. Bidders must submit a 5% bid bond or certified check and provide performance and payment bonds equal to 100% of the contract price. While no specific set-asides for disadvantaged businesses are mentioned, contractors must comply with Florida's Public Entity Crimes Statement and E-Verify requirements. The City will supply the LED Bollard lights, and any repairs to remaining existing lights beyond the contractor's scope will be the City's responsibility. Although no specific budget range is detailed in the documents, the project involves substantial marine construction with complex technical specifications, including the use of Grade 316 stainless steel fasteners, aluminum dock sections, and strict environmental control measures during construction in the Halifax River.
