About this opportunity

The Ohio Department of Natural Resources (ODNR) is seeking a comprehensive parking monitoring system for Old Man's Cave in Hocking County, with a turnkey solution designed to track vehicle entry and exit, manage parking capacity, and provide real-time signage updates. The procurement is structured as an Invitation to Bid (ITB) with a proposal deadline of April 3, 2025, targeting a six-year implementation and support timeline covering State Fiscal Years 26/27, 28/29, and 30/31. The system must support multiple technical capabilities, including vehicle registration and counting, video overwriting, traffic flow reporting, live messaging board updates, and remote monitoring across mobile phones, tablets, desktops, and web platforms. Critical deliverables include hardware procurement, custom signage messaging, backup power cabling, and administrative tools with unlimited access for ODNR administrators. Evaluation criteria will prioritize the lowest responsive and responsible bidder, with considerations for Veteran-Friendly Business Enterprise (VBE) program preferences that allow certified veteran-owned businesses potential bid price advantages up to 5%.

The solicitation encourages participation from Minority Business Enterprises (MBE) and Executive Diversity, Growth and Equity (EDGE) vendors, with specific provisions supporting Ohio-based and domestic product preferences. Contractors must comply with extensive data security requirements, including maintaining an Information Security Program aligned with NIST Special Publication 800-53 security controls and ensuring all state data resides within the contiguous United States. While no specific incumbent vendor is mentioned, the system must be capable of future expansion to monitor up to six additional parking lots within the Hocking Hills park properties. Respondents will be required to complete comprehensive documentation, including the Standard Affirmation Form, Data Security and Privacy Terms, and potential Personal Services Agreements. Though a precise budget range is not explicitly stated, the contract will be supported by Ohio Shared Services (OSS) invoicing and is contingent on appropriation of funds by the Ohio General Assembly, with potential for renewal upon mutual written consent.
