About this opportunity
The Floyd County Board of Commissioners issued a Request for Proposals (RFP 25-028) for exterior renovations to the Floyd County Historic Courthouse located at 101 N. 5th Ave, Rome, Georgia 30161. This procurement seeks qualified contractors to execute a comprehensive scope of work including concrete restoration, masonry restoration and repointing of approximately 650 square feet, metal grating installation, historic wood protection and finishing, gutter and downspout replacement, drainage system improvements with underground piping and drain grates connected to existing stormwater infrastructure, and painting and coatings of all exterior surfaces. Deliverables include cleaning and caulking exterior gutters, installing new concrete trenches with grates, adding downspout connections to stormwater lines, sealing terracotta tile and brick flooring in the tower, repairing and repointing masonry dormers and sections above attic windows, and reseeding disturbed grass areas. Qualified contractors must demonstrate experience with historic building restoration through references and qualifications, provide detailed explanations of their understanding of the scope and project schedule, submit separate breakdown pricing, maintain a Certificate of Liability Insurance of not less than $500,000 per occurrence, and comply with all federal, state, and local regulations including lead-safe work practices. Sealed proposals must be submitted electronically via www.floydcountyga.bonfirehub.com by 2:00 PM Eastern Time on Tuesday, October 28, 2025. A mandatory pre-bid site visit is scheduled for Tuesday, October 7, 2025, at 10:00 AM EST, and written questions must be submitted by 5:00 PM on October 20, 2025, with responses provided by addenda. The County will evaluate proposals based on price and other factors deemed most advantageous to the County, with award notification made in writing constituting a binding contract.
The RFP documents do not specify any set-aside designations or restrictions limiting the types of organizations that may respond to this procurement. All contractors submitting proposals must provide a Bid Bond of not less than five percent (5%) of the base bid, and the successful bidder will be required to provide a Payment and Performance Bond of one hundred percent (100%) of the bid amount within ten days of award; all bonds must be signed by a Georgia Resident Agent. No incumbent vendors or current contractors are identified in the procurement documents, though the design professional contact is identified as E Dunay Design, LLC (beth@edunaydesign.com, 706-766-0366). The Floyd County Board of Commissioners has already approved awarding this contract to Midwest Maintenance, Inc. of Piqua, Ohio in the amount of $424,300.00, as documented in the Notice of Intent to Award, with the County anticipating issuance of a Notice to Proceed and Purchase Order following completion of the 2026 budget approval process expected by mid-January 2026. Bids may not be withdrawn for sixty (60) days after the opening date, and the County reserves the right to reject any or all proposals and to waive any informalities in the proposal process.
