About this opportunity
Angelo State University (a member of the Texas Tech University System) is requesting competitive sealed proposals for construction services to replace HVAC systems at Plaza Verde Building 3 in San Angelo, Texas under RFCSP 25-021, with proposals due September 10, 2026 at 2:00 PM CST and a pre-response meeting on August 25, 2026 at 10:30 AM CST. A VetHUB (Veteran Heroes United in Business) Subcontracting Plan is mandatory, due September 11, 2026 by 5:00 PM CST; all respondents must submit a completed plan regardless of subcontracting intent, and failure to do so results in rejection as material non-compliance. The contractor must also commit to utilizing certified HUB subcontractors for a minimum of 30 percent of the total contract sum.
The scope encompasses demolition of all existing HVAC equipment and ductwork, installation of new mini-split systems with outdoor heat pump units on the roof, replacement of two roof-mounted outside air units and two exhaust fans in kind, new electrical infrastructure, roof installation, and interior finish upgrades including corridors and student lounge spaces in a 36-foot-tall, 33,660 gross-square-foot dormitory (Group R-2 occupancy, sprinklered, IIB construction type). The building remains occupied throughout construction; contractors must coordinate with owner occupants with 72-hour advance notice for disruptive activities and comply with approved work-hour restrictions. Substantial completion must include commissioning activities (test and balance, controls integration, functional performance testing) with no fewer than 15 days allocated for startup and testing. A one-year written guarantee on all work, materials, and equipment is required.
The construction budget is $3.1 million with a tentative schedule of October 1, 2026 through May 1, 2027. Liquidated damages are $500 per consecutive calendar day after the contracted substantial completion date. Prevailing wage compliance is mandatory under Texas Government Code Chapter 2258, with rates ranging from $15.88 to $33.00 per hour depending on trade classification in Tom Green County. Contractors must furnish a 5% Proposal/Bid Bond, Payment Bonds for contracts exceeding $25,000, and Performance Bonds for contracts exceeding $100,000. Award is anticipated September 21, 2026. Evaluation weighs proposed cost (45 points), firm and project team qualifications (25 points), commitment to schedule (20 points), and RFCSP compliance and quality (10 points); ASU will award based on best value, not necessarily lowest price. Written inquiries are due August 31, 2026 by 5:00 PM CST.
