About this file

This is a Project Manual for a construction contract issued by Angelo State University in San Angelo, Texas for the Plaza Verde Building 3 HVAC Replacements project (Project No. 2574.02). The work encompasses replacement of all heating and cooling mechanical equipment, removal and replacement of existing gypsum board ceilings and shaft wall construction as required to accommodate new equipment, updated lighting fixtures, roof assembly replacement including parapet coping, and interior finish upgrades. The project manual was issued for contract documents on July 24, 2026, and serves as the comprehensive guide for bidders and contractors regarding specifications, general requirements, submittal procedures, payment protocols, and project management coordination. The contract documents include detailed divisions covering procurement requirements, general requirements, existing conditions, thermal and moisture prevention, openings, finishes, specialties, HVAC systems, and electrical work. Key administrative requirements include submission of a schedule of values, contractor's construction schedule using critical path method (CPM) with activities no longer than 20 days, and coordination of all work with the building occupancy during the entire construction period.

The contract requires contractors to maintain the existing building in weathertight condition, coordinate with owner occupants with 72-hour advance notice for disruptive activities, comply with work hour restrictions approved by the owner, and implement employee screening and identification procedures. Substitutions are permitted only for cause during the bidding period up to seven days prior to bid opening or immediately upon discovery after project award with not less than 15 days notice. The submittal schedule must be coordinated with the construction schedule and schedule of values, with action and informational submittals processed through Newforma Info Exchange. Contractors must provide applications for payment using AIA Forms G702 and G703, supported by waivers of mechanic's lien, progress schedules, and photographic documentation. The project requires substantial completion of commissioning activities including test and balance, controls integration, and functional performance testing prior to the substantial completion date, with allowance for no fewer than 15 days for startup and testing activities.
