About this opportunity
The California Department of Motor Vehicles (DMV) has issued Invitation for Bid (IFB) 25-006 for armored car services to deposit cash and checks and provide change order services across various DMV field offices throughout California. The solicitation requires contractors to perform daily armored car pickup and delivery services, depositing cash and checks at Bank of America depositories no later than the following business day. Bidders must possess specific qualifications, including a valid Motor Carrier Permit from the California DMV, an Armored Car Non-Transferable License from the California Highway Patrol, and at least one armored vehicle for every five offices serviced. The contract will require compliance with California Vehicle Code Section 115, mandating vehicle protection specifications, and ensuring all employees have appropriate California driver's licenses. Key dates include written question submissions due by February 13, 2025, with responses posted by February 20, 2025, and bid submissions required via email to DMVBIDS@dmv.ca.gov by February 26, 2025 at 11:59 PM. This is a multiple award solicitation where contracts will be awarded to the lowest responsive/responsible bidders for individual or multiple DMV office locations.
The procurement does not specify specific set-aside designations for disadvantaged enterprises. Bidders must be capable of performing all services without subcontractors and demonstrate an adequate fleet of armored vehicles registered and certified by the California Highway Patrol. Insurance requirements include $1 million in commercial general liability and automobile liability coverage, plus crime insurance equal to the greater of $1 million or the combined daily liability amounts for all DMV offices served. Daily liability limits for individual office locations range from $25,000 to $400,000, covering approximately 70 DMV field offices across California. The contract term is proposed for 24 months, starting July 1, 2025, or upon contract approval. While specific budget ranges are not explicitly stated, the extensive geographic coverage and multiple office requirements suggest a significant potential contract value. Prospective bidders must submit proof of vehicle registration, Motor Carrier Permits, and Armored Car Licenses to be considered responsive to the solicitation.
