About this opportunity

The California Department of Motor Vehicles (DMV) is seeking armored car services for multiple field office locations through Invitation for Bid (IFB) #25-001, a multiple award solicitation for depositing cash and checks and providing change order services. Contractors must possess specific certifications, including a valid Motor Carrier Permit from the California DMV and a Non-Transferable Armored Car License from the California Highway Patrol. The scope of work requires daily armored car pickup and delivery to Bank of America depositories, with contractors responsible for providing all necessary labor, tools, materials, and equipment. Bidders may submit proposals for a single office or multiple offices, with strict requirements including vehicles equipped with protective materials against firearms, valid employee driver's licenses, and prohibitions on using subcontractors. Key deadlines include written questions due by January 14, 2025 at 4:30 p.m., bid answers posted by January 21, 2025 at 4:30 p.m., and final bids due by January 27, 2025 at 11:59 p.m. via email to DMVBIDS@dmv.ca.gov. The contract term is anticipated to be from July 1, 2025 through June 30, 2027.

The solicitation includes provisions for Small Business Enterprise (SBE) and Non-Small Business preference programs, potentially creating opportunities for smaller or disadvantaged businesses. Contractors must maintain comprehensive insurance coverage, including Commercial General Liability ($1M per occurrence), Automobile Liability ($1M combined single limit), Crime Insurance ($1M or combined total of daily liability amounts), and Workers Compensation coverage. Daily liability limits for individual offices range from $5,000 to $35,000,000, depending on the specific location. Bidders must submit copies of their Motor Carrier Permit and Armored Car License with their proposal, and ensure all vehicles have valid Armored Car Certificates carried in the vehicle during service performance. While specific award values are not explicitly stated, the multiple award approach suggests the potential for several contracts across various California DMV field offices. Additionally, the solicitation includes unique requirements for reporting any use of Generative Artificial Intelligence (GenAI) technology, reflecting the state's emerging technology disclosure policies.
