About this opportunity
The City of Roseburg, Oregon is requesting sealed bids for the Grandview Avenue Storm Water Improvements Project (24PW11), a storm water infrastructure installation, with bids due June 25, 2026 at 2:00 p.m. Prospective bidders must be pre-qualified with the Oregon Department of Transportation at least ten days prior to bid opening and licensed with the Oregon Construction Contractors Board — mandatory eligibility filters. Contractors with 50 or more employees bidding on this contract must provide proof of pay equity compliance training. The contract is subject to Oregon prevailing wage laws (ORS 279C.800-279C.870) and potentially the Federal Davis-Bacon Act, with contractors required to pay the higher applicable rate.
The scope encompasses installation of approximately 11,000 linear feet of storm water conveyance system along Grandview Drive, including 12-inch and 6-inch diameter storm water pipes, six 48-inch diameter storm water manholes, four catch basins, curb and gutter, and surface restoration. The base bid contains 27 line items covering mobilization, traffic control, erosion control, surveying, excavation, pipe installation, manhole and inlet construction, and site restoration. Two alternates are provided: Alternate A for conventional trenching in rock excavation areas, and Alternate B for horizontal directional drilling from Station 1+23 to Station 3+23. All work must conform to current Oregon Standard Specifications for Construction, the Oregon Standard Drawing Set (effective December 1, 2025 through May 31, 2026), and City of Roseburg Public Works Standards. The contractor must coordinate with multiple utility providers, perform utility verification through potholing, and comply with Oregon Utility Notification Center rules requiring notification two to ten business days prior to excavation. Construction is restricted to 7:30 a.m. to 5:00 p.m., Monday through Friday.
The construction duration is 60 days with completion required by October 31, 2026. Liquidated damages are $500 per day for failure to meet the deadline. Bids are evaluated on a unit price basis. A bid bond equal to ten percent of the total bid amount is required. A $30,000 Public Works Bond filing with the Construction Contractors Board is required prior to work commencement unless the contractor qualifies as a certified disadvantaged, minority, women, or emerging small business enterprise under ORS 200.055. First-tier subcontractor disclosure forms are due by 4:00 p.m. on June 25, 2026. The successful bidder must execute the contract within ten calendar days of award notification and provide Performance and Payment Bonds before commencing work.
