About this opportunity
The Utah Division of Purchasing and General Services is publishing a notice of intent to award a sole-source Amendment 2 to contract 246325, increasing funding for the TETONS program with the Utah Parent Center, with responses due November 10, 2026. The Department of Health and Human Services is the conducting procurement unit. The original contract was awarded sole source under solicitation BH24-56, and the notice does not establish a set-aside or preference. Vendors responding must include a certification under Utah Code 63G-27 that neither they nor their parent companies engage in economic boycotts or boycotts of the State of Israel, and will not do so during the contract term.
The amendment increases the contract total from $610,120.00 to $696,429.03, an increase of $86,309.03, or 14.14 percent. The increase is justified by additional quantities or scope of services, not price or rate changes. The budget attachment allocates $482,536 to the primary program (February 29, 2024 through December 30, 2028), $52,584 to the DIH ICF Peer to Peer Program (March 1 through December 31, 2024), and $161,309.03 to the TETONS Program across two phases (March 1, 2026 through June 30, 2027). Line items include personnel with benefits, travel, leadership training, guided social engagement, peer stipends, outreach materials, translation services, and video creation, with administrative costs at ten percent of subtotals.
Vendors may challenge the sole-source designation by submitting explanations and documentation showing alternative sources, comparable products or services, or cost analyses tied to transitional expenses. If the Division of Purchasing determines other qualified vendors exist, a sole-source award will not proceed, although awards based on transitional costs or impracticability may still occur. Any proposal submitted must include a Government Records Access and Management (GRAMA) business confidentiality claim, with both redacted and non-redacted versions, identifying protected pages, paragraphs, and reasons.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
