About this opportunity
The Utah Division of Purchasing is issuing a Notice of Intent to Award a Contract without engaging in a standard competitive procurement process for the Utah Association for the Education of Young Children (UAEYC) to administer the Teacher Education and Compensation Helps (T.E.A.C.H.) Scholarship Program. The contract involves providing scholarship support for early childhood education professionals pursuing associate or bachelor's degrees, with a focus on supporting professionals serving children receiving state subsidy funding. The program will support 27 total students (20 Quality and 7 Infant/Toddler students), offering comprehensive financial assistance including tuition, lab fees, books, travel stipends, release time, and end-of-year bonuses. Deliverables include developing an application process, evaluating applicants, expending funds based on annual budget reviews, and submitting detailed semester and annual reports documenting participant progress, completed contracts, degrees, attrition rates, and compensation outcomes. The contract amendment increases funding from $534,137.33 to $799,483.97, with a specific increase of $265,346.64 for fiscal year 26, and has a contract period from July 1, 2025 to June 30, 2026. The proposal response deadline is September 23, 2025, with the procurement being processed as a sole source contract under solicitation number MK23-184.
The procurement appears to have no specific set-aside designations or restrictions on responding organizations beyond the existing relationship with UAEYC. The contract is funded through Child Care and Development Fund (CCDF) sources, with a strict 10% cap on indirect costs, totaling $21,516.75 for indirect and administrative expenses. The budget allocation for direct program expenses is $243,829.89, supporting scholarship and support services for early childhood education professionals. Vendors must comply with Utah's anti-boycott statutes and be prepared to submit both redacted and non-redacted versions of their proposals, with potential business confidentiality claims subject to review under the Government Records Access and Management Act (GRAMA). The procurement unit has determined that this contract increase is necessary to continue providing critical services without engaging in a standard competitive procurement process, suggesting a unique or mission-critical service provision. No incumbent vendors beyond UAEYC are mentioned, and no specific integration requirements with existing infrastructure or technology are detailed in the documentation.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
